MINIMUM FORMAL EDUCATION/TRAINING:
- A post-secondary diploma or degree with a strong focus on Indigenous subjects and content or another related discipline (history, law, social work, political science, criminology) is required.
EXPERIENCE:
- Three years of direct experience working in a complex environment (coordinating projects, event planning, and/or community engagement) is required.
- Experience working with Indigenous peoples, Elders, Survivors, organizations, and communities is required.
- Accounting experience or experience with budget forecasting, managing and reconciling is required.
- Directly related administrative experience is required.
- Experience with statement gathering or related experience in collecting oral history or stories from communities is required.
- Experience working with community-based organizations who are involved in education, public programming and outreach is an asset.
- Experience with video and/or audio productions is an asset.
- An acceptable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Knowledge and understanding of Indigenous communities, governments and organizations is required.
- Knowledge and sensitivity to Indigenous cultures and cultural practices is required.
- The ability to work with Residential School Survivors and their families is required.
- The ability to apply a trauma-informed approach with previous experience/training is required.
- The ability to engage in tactful and diplomatic behaviour is required.
- Must have the ability to supervise and train support staff and contractors.
- Must have good English oral and written communication and interpersonal skills.
- Must have good organizational skills and be detail oriented.
- Must have the capacity to work in both a team and individual based environment.
- Knowledge of Microsoft Office (Word, Excel, Power Point, Outlook) is required.
- Knowledge of video and/or audio production is required.
- Ability to learn in-house University software systems (Concur and EPIC) is required.
- Must be able to adapt to a cross-cultural setting.
- Must be conscientious, professional, responsible and reliable.
- Must exhibit comfort, ease, and excellent judgment working at a senior level with internal and external communities.
- Must have a positive, pleasant and courteous manner.
- Satisfactory work record, including satisfactory attendance and punctuality is required.
- Ability to adapt to changing environments and circumstances is required.
OTHER JOB RELATED QUALIFICATIONS:
- A Class 5 driver’s license is required.
- Ability to speak French and/or an Indigenous language is an asset.
- Knowledge of University policies/procedures is an asset.
Statement Gathering Coordination
- Leads, directs, and is accountable for the planning, coordination, and execution of all statement-gathering activities, including in-person and virtual engagement sessions, filming and recording operations, and participant facilitation. Provides operational leadership to staff, contractors, and participants, and ensures effective delivery of engagement processes with Indigenous communities.
- Leads the strategic planning and development of statement-gathering initiatives in alignment with organizational priorities established by the Director of Education.
- Determines and recommends key milestones, workplans, and community engagement schedules for approval.
- Leads cross-unit coordination with NCTR departments to ensure integrated planning, resource alignment, and implementation of statement-gathering activities.
- Accountable for monitoring, tracking, and reporting progress, outcomes, and deliverables to the Director of Education.
- Has full responsibility for budget forecasting, reconciliation, and financial oversight, ensuring alignment with approved funding.
- Sources, evaluates, and secures external contractors and services, including negotiation of quotes and service agreements.
- Authorizes and manages procurement processes through EPIC or approved contracting mechanisms.
- Ensures compliance with institutional policies related to finance, administration, and records management.
- Establishes and maintains operational protocols for documentation, reporting, and financial controls.
- Leads training, coordination, and deployment of support staff, ensuring operational readiness for statement-gathering activities. Supervision of staff, contractors, and students.
Relationship Building and Maintenance
- Leads the identification and prioritization of Indigenous communities, regions, and stakeholder groups impacted by the residential school system for engagement activities.
- Leads and maintains formal relationship-building processes with Indigenous governments, organizations, communities, Survivors, and partner agencies through sustained engagement, consultation, and communication.
- Represents the NCTR in engagements with communities, organizations, contractors, Survivors, and health support partners, ensuring culturally grounded and consistent communication.
Video and Audio Production Coordination
- Leads and is accountable for the planning, coordination, and delivery of all video and audio production initiatives, ensuring timely, high-quality production aligned with statement-gathering objectives.
- Leads all production operations, including scheduling, resource allocation, equipment readiness, and field production logistics.
- Leads development of multimedia project plans in collaboration with the Director of Education.
- Coordinates cross-unit production requirements across NCTR to ensure integrated delivery of multimedia outputs.
- Sources, secures, and manages external production contractors, including procurement, contracting, and performance oversight.
- Has full responsibility for production-related contracting and service agreements, including EPIC processes.
- Ensures compliance with institutional administrative, financial, and records requirements.
- Maintains production governance protocols, including documentation, asset management, and reporting standards.
Trauma-Informed and Culturally Safe Practice
- Leads and applies trauma-informed, culturally safe, and Survivor-centred approaches across all statement-gathering, engagement, and production activities, recognizing the sensitive and potentially re-traumatizing nature of residential school testimonies.
- Ensures all planning, facilitation, and delivery of in-person and virtual gatherings is grounded in safety, dignity, and respect for Survivors, families, and communities, including appropriate emotional, cultural, and health supports before, during, and after engagement sessions.
- Implements protocols and practices that minimize harm and prioritize participant well-being, including coordination with community supports, Elders, cultural advisors, and mental health or crisis response resources as required.
- Guides staff, contractors, and partners in trauma-informed engagement practices, ensuring external service providers (including media production teams) adhere to established cultural safety and ethical standards.
- Monitors engagement environments and processes to ensure they remain responsive to emotional and cultural needs, adjusting delivery approaches as required to maintain safety and trust.
- Ensures all statement-gathering activities uphold ethical standards of consent, confidentiality, and participant control over storytelling and participation.
- Other duties as assigned.
