iGaming Ontario leads the Province of Ontario’s dynamic internet gaming (igaming) market that, in its third year generated $83 billion in total wagers, a 31% increase over the previous year. iGaming Ontario is seeking a Team Lead, Procurement and Facility Operations. Reporting to the Director of Finance, the Team Lead, Procurement and Facility Operations will lead procurement activities of the department and the development of procurement strategies, providing expert direction on complex procurement files and guidance and expertise to team members. The Team Lead, Procurement and Facility Operations will also be responsible for leading office facility operations, including working with Infrastructure Ontario, landlord and service providers.
Responsibilities in the role include:
- Overseeing and managing complex and difficult procurements from end to end in compliance with relevant laws, regulations, directives and organizational policies.
- Working with key stakeholders to develop business cases, market research, procurement memos, RFx documents, and managing vendor evaluation and contract management process.
- Engaging and partnering with business program areas to develop innovative procurement strategies to enable effective, risk based and outcome-focused procurement which meets specific business needs and delivers value.
- Developing and updating procurement policy, key performance indicators and regular procurement reports.
- Improving the efficiency of the procurement program by developing deep understanding of Ontario Public Service procurement rules and their applications to iGaming Ontario, tracking automations and process improvements.
- Creating quarterly procurement pipelines, forecasts and plans to meet future procurement needs.
- Overseeing procurement training initiatives and providing training for staff and business units, ensuring a comprehensive understanding of procurement policies, procedures and best practices.
- Developing facility plans, managing renovations and providing operations management of the physical premises, furniture and equipment.
- Acting as key representative for the facility with Infrastructure Ontario, building management, service providers and third-party vendors.
- Preparing facility budget and reconciling related vendor invoices and orders, ensuring safe and efficient facility operations.
The ideal candidate will have:
- Undergraduate degree in Supply Chain, Finance, Accounting or Business, or Purchasing Designation, Supply Chain Management designation, plus training and experience in facility management.
- 6+ years’ relevant experience in procurement and facility management gained in private or public organizations.
- Expert knowledge and understanding of procurement principles and best practices to manage complex procurements.
- Expert knowledge and understanding of contract management principles and best practices, vendor performance and risk management strategies.
- Expert Knowledge of the Ontario Government policies, directives and guidelines on procurement, as well as knowledge of regulations and requirements as set out in the Canadian Free Trade Agreement (CFTA); Canada European Union Comprehensive Economic Trade Agreement (CETA); and similar governmental trade protocols.
- Knowledge of a broad range of provincial legislation, fire and building codes, health and safety requirements, and commercial contracts.
- Experience in developing budgets, program performance KPIs, and management reporting.
- A solid background in leading the procurement process from start to finish for minor to major, complex contracts, as well as consultant assignment projects, including writing tendering documents, stakeholders/vendor liaison, detailed analysis of tenders bid for compliance and final document preparation.
- Demonstrated ability to apply analytical, critical and strategic thinking to resolve complex issues to meet the business needs, making sound and logical judgments.
- Strong negotiation and facilitation skills to represent/advocate on behalf of the interests of iGaming Ontario, as well as skills in relationship management to communicate complex information effectively and influence all levels of staff.
- Strong problem-solving skills to investigate and solve problems, potential liabilities and identify viable options to pursue.
- Strong written, presentation and oral communication skills, with experience writing policies and procedures

iGaming Ontario has implemented a minimum four-day per week in-office schedule for this position and will implement a full return to office in 2026. The terms of iGaming Ontario’s Hybrid Work Policy are subject to change at any time, including its office location, the removal of the Hybrid Work Policy and a return to full-time in-office work.
This position falls within the scope of a bargaining unit represented by the Ontario Public Service Employees Union (OPSEU). In the upcoming months, iGaming Ontario and OPSEU will be negotiating the terms of a collective agreement which, once concluded, will govern the terms and conditions of this position.
