The Opportunity
Reporting to the Director, Finance, the Purchasing Specialist is responsible for the efficient and cost-effective procurement of goods and services that support housing operations. This role plays a key part in supplier management, strategic sourcing, contract administration, and procurement process improvement, ensuring value for money, supply continuity, and strong vendor partnerships.
Key Responsibilities
· Procurement & Strategic Sourcing
· Process purchase requisitions and issue purchase orders.
· Lead RFQ/RFP and competitive bidding processes.
· Develop and implement sourcing strategies, contract consolidation initiatives, and cost-saving opportunities.
· Monitor procurement activities to ensure timely delivery and service continuity.
· Maintain accurate purchasing records and procurement documentation.
Supplier & Contract Management
· Develop and maintain a roster of approved vendors and contractors.
· Build strong supplier relationships and negotiate pricing, terms, and service agreements.
· Evaluate supplier performance through scorecards and reporting.
· Ensure contracts comply with applicable legislation, organizational policies, and regulatory requirements.
Financial & Operational Support
· Review invoices and resolve discrepancies with Finance.
· Track procurement budgets and supplier performance metrics.
· Prepare reports to support operational and strategic decision-making.
· Support audit readiness and procurement policy compliance.
Qualifications
· Post-secondary education in Supply Chain Management, Business Administration, or a related field.
· Minimum three (3) years of procurement, purchasing, or supply chain experience.
· Strong negotiation, vendor management, analytical, and problem-solving skills.
· Excellent written and verbal communication abilities.
· Demonstrated ability to manage multiple priorities and projects simultaneously.
· Advanced proficiency in Microsoft Office, particularly Excel, Word, and Outlook.
· Experience in non-profit housing, facilities management, construction, or property management.
· Knowledge of the Housing Services Act, Residential Tenancies Act, and related procurement practices.
· Enrollment in or completion of a Supply Chain Management designation (e.g., CSCMP).
Additional Requirements
· Valid Ontario driver's licence and access to a reliable vehicle.
· Satisfactory Police Vulnerable Sector Check.
· Proof of COVID-19 immunization.
· Ability to travel throughout Durham Region.
· Participation in an after business hours on-call rotation and occasional evening or weekend work.
Compensation & Benefits
Salary Range: $50,000 – $70,000 annually
