Confidential – Fractional Technical HR & Talent Acquisition Partner
We are seeking an experienced Fractional HR & Technical Talent Acquisition Partner to support a fast-growing agency environment requiring highly specialized technical talent on an as-needed basis. This role is ideal for someone who understands the AI and software engineering landscape and can effectively identify, vet, and engage high-quality technical professionals before they proceed to formal senior technical interviews.
This is not a traditional HR-only role. We are looking for someone who can operate strategically across recruiting, technical sourcing, candidate evaluation, and workforce planning while moving quickly in a dynamic agency environment with shifting client and project demands.
The ideal candidate has experience recruiting AI engineers, software developers, machine learning specialists, and technical contractors, and is comfortable conducting initial technical screening conversations to assess candidate fit, communication skills, and overall capability.
Key ResponsibilitiesTechnical Talent Acquisition & Sourcing
- Develop and execute proactive recruiting strategies for technical roles including:
- AI Engineers
- Full Stack Developers
- Backend Engineers
- Machine Learning Engineers
- Data Engineers
- DevOps & Cloud Specialists
- UI/UX Technical Talent
- Build and maintain pipelines of pre-vetted technical contractors and consultants for rapid deployment.
- Source candidates through LinkedIn Recruiter, technical communities, referrals, ATS platforms, and other recruiting channels.
- Conduct initial candidate outreach, screening, and qualification interviews.
Technical Screening & Evaluation
- Hold preliminary technical conversations with candidates to assess:
- Relevant technical background
- Project and industry experience
- Communication skills
- Problem-solving ability
- Team and client fit
- Collaborate with internal technical leadership to align on hiring requirements and candidate profiles.
- Present qualified candidates with concise evaluation summaries and recommendations.
HR & Workforce Support
- Support onboarding and contractor engagement processes.
- Assist with workforce planning and resource forecasting based on project demand.
- Provide guidance on recruiting workflows, hiring processes, and HR best practices.
- Help improve recruiting operations, documentation, and candidate management systems.
Systems & Process Management
- Utilize ATS and HRIS systems to manage candidate pipelines and recruiting workflows.
- Maintain accurate recruiting records, reporting, and hiring metrics.
- Support process improvement initiatives related to recruiting efficiency and candidate experience.
Qualifications
- 5+ years of experience in technical recruiting, talent acquisition, or fractional HR support.
- Proven experience recruiting technical talent within software development, AI, SaaS, or agency environments.
- Strong understanding of modern software engineering roles, development stacks, and AI-related technologies.
- Ability to confidently conduct preliminary technical screening conversations.
- Experience supporting fast-moving or project-based hiring environments.
- Excellent communication, organizational, and stakeholder management skills.
- Ability to work independently and manage multiple hiring priorities simultaneously.
Preferred Experience
- Experience recruiting for AI/ML-focused roles.
- Previous experience working with agencies, startups, or consulting firms.
- Familiarity with ATS/HRIS platforms such as:
- Experience building contractor or freelance talent networks.
- Knowledge of technical interview coordination and recruiting operations.
