Location: Bluewater District School Board (BWDSB), Plant Services
Permanent: 35 hours per week, working 12 months per year
Salary Range : $86,592 - $101,299 annually
Commencing : As soon as possible
Position Summary:
Reporting to the Assistant Manager of Plant Operations responsible for Capital Projects, the Project Manager supports the planning, development, and execution of Plant Services capital projects, including budgeting, scope development, cost estimating, procurement support, project execution, and project closeout.
The role also maintains project, facility, and Board property records, and supports municipal zoning and by-law processes. The incumbent works collaboratively with Board staff, consultants, contractors, and government agencies to design, coordinate, and successfully deliver facilities renewal and curriculum-related capital projects.
Duties and Responsibilities :
- Assist in the development of preliminary maintenance and facilities renewal budgets
- Support the definition of project scope, priorities, and cost estimates within approved budgets
- Prepare preliminary in-house planning and cost estimates for maintenance, facility renewal, and curriculum support projects
- Coordinate procurement of consultants, engineers, and contractors in collaboration with purchasing
- Support the development of specifications, tender documents, and final cost estimates in accordance with board policies and procedures
- Provide coordination and oversight of approved maintenance, renewal, and capital construction projects
- Assist with leases, rental agreements, and property transactions related to board sites and facilities
- Maintain and update board legal, property, and facilities records as required
- Prepare reports and provide recommendations related to municipal zoning and by-law applications affecting board properties
- Participate in the Accessibility for Ontarians with Disabilities Act (AODA) steering committee, providing input on facilities-related accessibility planning, compliance, and barrier reduction strategies

Liaise and communicate effectively with board staff to respond to operational needs
- Provide technical guidance and problem-solving support to Plant Services staff
- Assist with community planning and third-party lease agreements, including renewals and new opportunities
- Ensure compliance with applicable municipal, provincial, and federal regulations and codes
- Investigate and support resolution of health and safety issues related to building operations
- Remain current with emerging technologies and practices in building construction and operations
- Perform other duties as assigned
Qualifications and Experience :
- Post-secondary degree or diploma in Engineering, Architecture, Construction, or a related field
- Minimum of 5 years of relevant experience in construction project management, contract administration, or a similar environment
- Valid driver's license and access to a reliable vehicle
- Police records check, satisfactory to the Board
- Legally eligible to work in Canada
A ssets :

Project Management Professional (PMP) designation or equivalent certification
- Experience in public sector and/or educational facilities environments
- Demonstrated ability to manage multiple projects and contracts simultaneously
- Working knowledge of building codes, regulatory requirements, and construction practices
- Strong organizational, time management, and problem-solving skills
- Effective communication skills, including report writing and engagement with partners and internal/external collaborators

Experience supporting accessibility compliance and barrier-free design, including application of AODA standards in facilities planning or capital projects

Familiarity with site civil planning and building systems design/maintenance
- Strong analytical, financial, and decision-making skills
- Experience with lease agreements and property-related matters
- Demonstrated commitment to equity, diversity, and inclusion
Job Requirements:
- Police Record Check satisfactory to the Board.

Valid driver's license and reliable transportation to and from worksites.
