Job Title: Manager, Infrastructure and Engineering

The Opportunity
Reporting to the Director, Airport Planning & Infrastructure, the Manager, Infrastructure & Engineering is responsible for leading the WAA Infrastructure team in the planning, design, construction, and implementation of airport infrastructure projects.
The Manager provides direction and leadership to the team of project managers/engineers for planning and implementation of projects and the lifecycle management of airport critical assets. This role is responsible for building and maintaining relationships with internal and external stakeholders while providing technical expertise and operational decision-making authority in support of WAA's infrastructure initiatives.
The successful candidate will lead the development and implementation of infrastructure strategies, oversee capital planning and construction activities, and support the continued maintenance and improvement of WAA's airfield infrastructure, utilities, buildings, and building systems.
Key Responsibilities
- Lead, coach and develop the infrastructure team, promoting employee engagement, accountability, collaboration, and high performance.
- Overseeing and providing expertise in the implementation of programs and projects managed by the team, from initial planning through to handover.
- Develop and implement infrastructure planning, engineering, and asset management strategies.
- Manage departmental operating and capital budgets, monitor financial performance, and support long-term capital planning.
- Manage the delivery of the Airport Facility Alteration Permit program. Maintain compliance with aerodrome standards, airport zoning regulations, and land use plans.
- Manage consultants, contractors, vendors, and professional service providers while ensuring quality, safety, compliance, and adherence to project requirements.
- Ensure compliance with applicable federal, provincial, municipal, environmental, and occupational health and safety legislation.
- Provide engineering and technical expertise to support all airport departments and organizational decision-making.
- Build and maintain collaborative relationships with internal departments, tenants, airlines, consultants, contractors, regulatory agencies, and government partners
- Participate in departmental and organizational strategic planning initiatives.
Selection Criteria:
- University degree and/or college diploma in Civil Engineering and/or a minimum of 7–10 years of related experience in a similar role, or an equivalent combination of education and experience.
- Professional certification as a P.Eng., C.E.T., or equivalent in Manitoba is required.
- Experience working within a medium or large Canadian Airport or similar 24/7 operational environment is considered an asset.
- Experience in project management, engineering design, consulting, and construction methods.
- Demonstrated leadership experience managing professional and technical staff, preferably within a unionized environment.
- Strong knowledge of construction standards, municipal engineering practices, and airport or transportation infrastructure.
- Experience with budgeting, financial management, contract administration, procurement, and capital planning.
- Strong analytical, organizational, project management, and problem-solving skills.
- Excellent oral and written communication skills, relationship-building, negotiation, and leadership skills.
- Proficiency with Microsoft Office and other business applications.
- Valid Manitoba Class 5 Driver's Licence.
- Ability to obtain and maintain an Airport Restricted Area Identification Card (RAIC).
