Oasis Youth Care Programs is a registered Christian charity dedicated to empowering vulnerable youth (ages 18–29) facing or at-risk of experiencing homelessness in the Halton Region. Rooted in compassion, dignity, and a commitment to holistic care, we provide transitional housing, life-skills development, mentoring, and community resource navigation to help young people build stable, purpose-driven futures.

Position Summary
Are you a compassionate leader ready to build a legacy of meaningful impact and make a real difference? We are seeking an experienced Program Manager to support the design, coordination, and delivery of our youth programs.. This mid-level leadership role is ideal for someone who blends strong operational skills with a genuine heart for service, community building, and youth empowerment.
You will oversee day-to-day program operations, support front-line staff, strengthen service delivery systems, and ensure that every youth receives consistent, high-quality support. Working closely with the Executive Director, you will help translate Oasis’ vision into practical, measurable, and impactful programming.
As Oasis enters a new phase of growth, including expanded housing supports, deeper community partnerships, and long-term organizational development, this role offers the opportunity to shape high-impact programs, influence organizational direction, and take on increasing leadership responsibilities that contribute directly to Oasis’ long-term success.
Key Responsibilities
Program Coordination & Youth Support
- Lead the planning, coordination, and delivery of youth-focused programs (Housing, Life Skills, Mentoring, Community Navigation).
- Ensure program schedules, activities, and milestones are executed with excellence and consistency.
- Collaborate with the Executive Director to align program implementation with grant expectations, evaluation frameworks, and organizational priorities.
- Strengthen service delivery systems, workflows, and documentation to ensure clarity and accountability.
Team Leadership & Development
- Coach, mentor, and support program staff and volunteers to cultivate a collaborative, accountable, and mission-aligned team culture.
- Facilitate team check-ins, monitor performance, and foster a positive, growth-oriented work environment.
- Lead onboarding, ongoing training, and professional development for program staff.
Youth Engagement & Case Management Oversight
- Oversee youth intake, participation, and progress across all programs.
- Ensure services are trauma-informed, youth-centered, and responsive to the needs of Black, racialized, and system-impacted youth.
- Provide direct support, crisis intervention, and transition planning as required.
- Uphold Oasis’ commitment to dignity, empowerment, and holistic care.
Partnerships & Community Collaboration
- Build and maintain strong relationships with community partners, schools, churches, and agencies to strengthen the network of support surrounding youth.
- Coordinate referrals, collaborative programming, and cross-agency initiatives.
- Represent Oasis at community meetings, action tables, and sector events.
- Research and source funding opportunities, including grants, sponsorships, and community investment initiatives, to strengthen program delivery and expand youth support services.
Administration, Reporting & Fund Development
- Track program data, outcomes, and metrics for internal and external reporting.
- Maintain organized records, calendars, and communication systems.
- Support grant writing and funding applications by providing program insights, stories, and measurable results.
- Contribute to presentations, proposals, and stakeholder communications.
Qualifications
- Bachelor’s degree in Social Work, Youth Work, Psychology, Non-profit Management, or a related field (Master’s degree an asset).
- 3–5 years of experience leading or coordinating youth, community, or social service programs, with strong case management experience.
- Proven experience in social housing, homelessness prevention, or wraparound services strongly preferred.
- Strong leadership, communication, and organizational skills; able to manage multiple priorities effectively.
- Demonstrated competence working with Black and racialized youth, and an understanding of Afrocentric principles of community, identity, and empowerment.
- Strong understanding of trauma-informed, strengths-based practice and youth development.
- Ability to support and uphold the mission and values of a Christian faith-based organization.
- Proficiency with case management systems and data tools.
- Skilled in creating high-quality presentations and communicating effectively with stakeholders at all levels.
- Strong problem-solving abilities, including root-cause analysis and cross-functional collaboration.
- Detail-oriented with excellent written communication skills.
