The Royal Canadian Air Force (RCAF) is undertaking a significant modernization initiative to meet the evolving aerospace requirements of the Canadian Armed Forces. The Future Aircrew Training (FAcT) program will deliver a modern, flexible, and responsive aircrew training system for Pilots, Air Combat Systems Officers (ACSO), and Airborne Electronic Sensor Operators (AES Op).
As part of this landmark initiative, the FAcT program includes the construction of a new hangar, training facility, and simulator building at 17 Wing Winnipeg.
We are seeking an experienced and collaborative Team Leader, Programs to support the successful delivery of this high-profile program.
About the Role
Reporting to the Site Manager, the Team Leader, Programs is responsible for leading the delivery of multiple service lines that support the FAcT program. This role ensures services are delivered in accordance with contractual requirements, corporate policies, and quality standards while maintaining a strong focus on client service, operational excellence, and continuous improvement.
The successful candidate will lead a multidisciplinary team, oversee program delivery, manage contracts and associated risks, foster strong relationships with Client-Partners and stakeholders, and contribute to the successful execution of one of Canada's most significant defence infrastructure programs.
Key Responsibilities
As the Team Leader, Programs, you will:

Support the Site Manager in managing the financial performance of the business unit, including budgeting, financial reporting, performance monitoring, and resource allocation.

Lead the delivery and day-to-day management of multiple service lines, including service level agreements, contract administration, quality assurance, budgeting, and performance reporting.

Assist in developing and maintaining service level agreements that meet Client-Partner requirements.

Coordinate activities among contractors, consultants, Client-Partners, and other stakeholders to ensure effective program delivery.

Identify and pursue business development opportunities that support organizational objectives.

Develop and maintain effective working relationships within the organization, with industry partners, Client-Partners, and key stakeholders.

Ensure services are delivered in accordance with corporate policies, contractual obligations, and established quality standards.

Identify, assess, and manage operational, contractual, and program risks.

Lead, coach, mentor, and develop a team of professionals by planning workloads, allocating resources, and managing performance.

Provide functional guidance and professional advice to employees and Client-Partners.

Perform other related duties as assigned.
What You'll Bring
Education & Experience
Minimum Qualifications

College diploma in engineering, architecture, environmental services, or a related discipline, combined with a minimum of five (5) years of relevant experience, or an equivalent combination of education and experience.
Preferred Qualifications

University degree in engineering, architecture, environmental services, or a related field.

Professional designation or certification relevant to program, project, engineering, or construction management is considered an asset.

Working Conditions

Primarily based in a professional office environment at 17 Wing Winnipeg.

Occasional travel may be required to support program activities.

Periodic visits to construction or environmental project sites will be required. During site visits, the incumbent may be required to wear appropriate personal protective equipment (PPE), including basic safety equipment.
