We are seeking an advanced Senior Power BI Developer & Data Architect for a long-term 210-day contract position with our public sector client in Toronto, ON.
In this role, you will lead the design, analysis, and development of enterprise-grade Business Intelligence (BI) solutions. You will act as the primary bridge between technical delivery teams and business stakeholders, translating complex requirements into scalable, secure, and high-performing data solutions. This position requires end-to-end development expertise, from data ingestion and warehousing to complex modeling and high-impact dashboard delivery.

Core Responsibilities
- BI & Dashboard Development: Design and build interactive, enterprise-level dashboards and reports in Power BI (Desktop & Service) that provide actionable business insights.
- Data Modeling & ETL Architecture: Design robust semantic and dimensional models (Star Schema, Fact/Dimension tables). Develop and maintain complex ETL processes using SSIS, Informatica, and Azure Data Factory.
- Pipeline Automation: Implement CI/CD pipelines (Azure DevOps/GitHub Actions) and scripting (PowerShell/Python) to automate deployments, environment promotions, and report publishing.
- Security, Governance & Compliance: Configure Row-Level Security (RLS), automated data refreshes, and role-based access controls via Azure AD while ensuring solutions comply with accessibility standards (AODA).
- Strategic Consulting: Collaborate with technical and business stakeholders to define roadmaps, evaluate technical alternatives, and drill down into organizational pain points to recommend optimal solutions.
- Documentation & Knowledge Transfer: Create and maintain rigorous technical documentation (data dictionaries, source-to-target mappings, release books) and lead structured knowledge transfer sessions for permanent staff.
Required Technical Expertise
- Experience: 10+ years of professional experience as a Software Designer/Developer with a heavy focus on enterprise BI solutions and large-scale data migrations.
- Core BI Skills (5–7 years): Deep, hands-on expertise with Power BI (both on-premise Server and Cloud Service), MS SQL Server, SSIS, Informatica ETL, and Data Transformation.
- Advanced Mechanics: Expert-level mastery of DAX (Data Analysis Expressions), Power Query (M Language), complex SQL querying, and performance tuning for massive datasets.
- Infrastructure & Release Support: Experience handling automated testing, rollback mechanisms, change management workflows, and operational production support.
- Methodologies: Strong background working within full Software Development Life Cycle (SDLC) processes, including both Agile and Waterfall frameworks.
Preferred Qualifications
- Public Sector Experience: Prior experience within the Ontario Public Service (OPS) or an equivalent large-scale public sector environment is highly desired.
- Cloud & Modern Tech Stack (2–4 years): Experience with Oracle, Visual Studio, .NET Framework, Java, Microsoft Fabric, and Azure cloud analytics platforms.
- Certification: Relevant professional certifications, such as Microsoft Certified: Power BI Data Analyst Associate (PL-300).

Pay: $80.00-$90.00 per hour
