Financial Services Administrator
Position Responsibilities
The Finance Services Administrator is responsible for providing financial, administrative, and clerical support to the Finance Department. The primary function of this position is to support the administration of accounts payable, and provide assistance with budgeting, project accounting, asset management, and general financial operations. The position supports the preparation and maintenance of financial records, reconciliations, reporting, and audit requirements while ensuring compliance with municipal policies, legislative requirements, and generally accepted accounting principles, including Public Sector Accounting Standards (PSAS). Reporting to the Director of Finance, the Finance Services Administrator works collaboratively with Finance Department staff and other municipal departments to support efficient financial processes, maintain accurate records, and contribute to the effective delivery of Municipal financial services. This position also works collaboratively to support the accounts payable function for the Lesser Slave Lake Regional Waste Management Services Commission.
Specific Accountabilities
Accounts Payable
· Responsible for supporting the accounts payable function at the direction of the Finance Coordinator including but not limited to verifying rates, extensions & amounts on invoices and/or statements, confirming expenditure authority signatures, collating of back-up documentation including WCB coverage for the payment of accounts and investigating discrepancies that may occur at any stage of the accounts payable process;
· Responsible for coding routine invoices at the direction of the Finance Coordinator
· Participate in various month-end and year-end activities such as determining accruals and reconciliation of sub ledgers at the direction of the Finance Coordinator;
· Involved in year-end processes by assisting with preparation of audit working papers and providing documentation to auditors upon request.
· Ensures all invoices are filed and records are maintained on a regular basis
Budget
· Lead role in the preparation, maintenance and disbursement of the budget
· Coordinate with department heads, managers and directors including preparation and inquiries of the current, past and future budgets
· Assist the Finance Coordinator and Director of Finance in compiling the annual and ten-year budget
Capital and Operating Projects
· Maintain accurate financial records by processing, scanning, filing, and retaining project-related invoices and supporting documentation.
· Collaborate with the Finance team to monitor capital project expenditures, reconcile project costs, and ensure compliance with grant funding and reporting requirements.
Asset Management
- Data entry in various programs including Microsoft Office, Outlook, Microsoft Dynamics GP, Asset Essentials, MuniSight, and other data systems.
· Assist with the key components of the asset management system and interactions with other organizational processes (such as capital planning, budgeting, financial planning, etc.)
- Coordinates preparation of reports, memos, presentations, analyzing data, and identifying solutions
Other Duties
· Prepare the bank deposit in collaboration with Finance team.
· Input of journal entries as required;
· Ensure postage machine has adequate postage and updates are done regularly;
· Monitor petty cash payments;
· Performing other duties as assigned by the Finance Coordinator and/or the Director of Finance.
Education and Certifications
· Grade 12 Diploma with at least 2 years’ office experience – Required
· Certificate/diploma in a post-secondary accounting/finance program - Preferred
· Valid Alberta Class 5 Driver’s License – Required
Abilities and Experience
· 2 years Office experience – Required
· Proficiency with computers and Microsoft Office programs, with the ability to independently create and edit a variety of documents and spreadsheets – Required
· Above average data entry, spreadsheet, and word processing skills – Required
· Excellent social, communication, and relationship management skills – Required
· Ability to work well under pressure, individually and as part of a team – Required
· Ability to work effectively in a government setting with a focus on customer service, tact, and professionalism – Required
· Demonstrates ability to maintain confidentiality and handle sensitive information with discretion – Required
Salary Range: $32.73 - $43.07 per hour, dependent on qualifications and experience.
