Oracle Licensing Specialist
Work Location: Remote work permitted
Long Term Contract
Work Schedule: Monday to Friday, 8:00 a.m. – 5:00 p.m. CST
Estimated Annual Hours: Approximately 200 hours (no minimum guaranteed)
The Oracle Licensing Specialist will provide expert-level guidance and support to GOS in managing its Oracle software assets, ensuring compliance, optimizing licensing costs, and supporting cloud migration efforts. This position requires an in-depth understanding of Oracle licensing models (on-premises and cloud), experience with contract review, and the ability to act as a liaison between GOS and Oracle.
Key Responsibilities:
Oracle Licensing Advisory & Compliance

Provide Oracle licensing advisory services to maintain compliance and reduce financial risk.

Offer guidance during Oracle license audits, including negotiation support.

Conduct annual licensing audits and health checks to assess entitlements and identify deficiencies.

Analyze and propose cost-effective licensing solutions for existing and future environments.

Advise on license de-support strategies, including leveraging Rimini Street services.
Cloud Transition & Modernization Support

Assist with modernization projects (e.g., SBP, EBMP) transitioning legacy systems to Oracle Cloud.

Support the design and implementation of Oracle software request and approval processes.

Provide expertise in emerging Oracle technologies to inform procurement and IT strategy.
Stakeholder & Vendor Liaison

Act as GOS's representative in discussions with Oracle and third-party service providers.

Provide ad hoc reporting, advice, and responses to Oracle-related inquiries.
Documentation & Requirements Gathering

Facilitate business process mapping and requirements-gathering sessions with key stakeholders.

Document business and technical requirements for Oracle system implementations and upgrades.

Ensure traceability of requirements across the full project lifecycle.
Legal & Procurement Consultation

Perform detailed Oracle contract reviews in collaboration with legal and procurement teams.

Ensure compliance with corporate policies and procurement standards.
Training & Change Management

Educate stakeholders on Oracle licensing principles and best practices.

Use organizational change management skills to guide successful adoption of new processes and tools.
Required Qualifications:

Minimum of 5+ years’ experience in Oracle licensing advisory and compliance roles.

In-depth knowledge of Oracle's licensing policies for both on-prem and cloud-based systems.

Experience with Oracle contract review and negotiations.

Demonstrated ability to interface effectively with vendors and internal stakeholders.

Strong skills in business analysis, process documentation, and requirements management.

Familiarity with Rimini Street or third-party Oracle license support models is an asset.

Excellent communication, documentation, and stakeholder management skills.

Experience supporting change management initiatives in complex environments.
