MINIMUM FORMAL EDUCATION/TRAINING:
- Completion of a formal training program in a related discipline is required.
- Undergraduate degree or Technology diploma in computer science, Information Technology, or a related discipline is required.
- Formal training in the area of security, access control, compliance and/or key systems is preferred.
EXPERIENCE:
- Three years of directly related administrative experience, including relational database management experience using Microsoft Access is required.
- Three years of directly related experience with computerized card access systems is required (preferably Access Control Systems/AMAG Technology).
- Demonstrated proficiency with using advanced features of relational databases specifically Microsoft Access and Microsoft SQL including creation of new databases, use of macros and modules, managing linked tables, and import/export of data from various formats, is required.
- Experience with key systems, and key system hierarchies, is required.
- Experience in developing, implementing, and evaluating administrative procedures is required.
- Experience creating and managing websites required.
- Experience managing a centralized card access system is preferred.
- Suitable equivalent combination of education and experience may be considered.
SKILLS AND ABILITIES:
- Advanced proficiency in the use of Microsoft Access is required.
- Intermediate skill level in use of Microsoft Excel and Word is required.
- Accuracy and good written and verbal communication skills are required, particularly skills in dealing effectively with users having varying levels of technical understanding.
- Excellent organizational, project management, and problem-solving skills and attention to detail are required.
- Demonstrated initiative, common sense, creativity, diplomacy, and the ability to work independently using established policies and procedures are required.
- Ability to understand the intent of, and follow the procedures identified in, the University Building Access Control Policy is required.
- Ability to analyze data and prepare reports is required.
- Ability to maintain confidentiality and manage information of a sensitive nature is required.
- Satisfactory work record, including satisfactory attendance and punctuality, is required.
Physical Plant administers the university card access system, which affords access to designated areas by approved staff and students. The incumbent manages this system and performs all tasks, with the exception of daily transactions. Specific duties include:
- Review requests for new card readers with client; verify appropriateness of solution or suggest alternatives; provide input to design process; act as liaison with card access vendor during estimate and installation stages.
- Upon completion of installation, verify communication between host and field devices, and that all components are operational.
- Receive invoices from card access vendor; approve payment; coordinate billing to client.
- Communicate with client regarding programming requirements and system operation.
- Configure system by setting up master information (reader groups, access codes, time codes, holiday schedules).
- Develop and document procedures for use of the card access system by other users. (Tasks include: card encoding and set up, card de-activation, review of activity logs/alarm reports, locking/unlocking doors, which are normally performed by office assistant responsible for daily transactions.)
- Use card access import/export utility, or other database tools, and perform all card access data updates using data from Aurora.
- Work with Student Registrar's Office and update existing records, following "rules" established by the department to which the space has been assigned. Add new records as required. Report as required.
- Coordinate encoding sessions with faculties at the start of each term.
- Work with IST to develop procedures and software interfaces for data sharing between card access system and Aurora Student.
- Provide information to IST for their use in configuring and maintaining virtual server.
- Perform regular maintenance tasks including review of inactive cards, possible duplicate cards, and unused access codes, in order to keep the data as useful and current as possible.
- Develop a procedure for archiving activity log files regularly.
- Incumbent is responsible for maintaining basic understanding of current access technologies, and, as this system is growing rapidly, should be prepared to embrace new technologies such as biometrics, smart cards, etc.
Responsible for all database administration tasks related to card access and key management systems. Specific duties include:
- Software selection or development: perform needs analysis individually or as a member of a team (depending on magnitude of project), participate in process reviews, research software, and make recommendations.
- Develop software implementation plan, identifying key milestones and stakeholders.
- Review and/or develop, and implement procedures for use of software; document procedures.
- Provide training to Physical Plant users and external users as required. On major implementations, develop training plan in collaboration with other members of implementation team.
- Identify reporting requirements, create reports.
- Perform upgrades as required.
- Identify and troubleshoot application problems, communicate with software vendor, and repair.
- Perform regular system maintenance, including data repair/rebuild routines, database checks to ensure data integrity.
- Ensure that there are secure, regularly scheduled backups of all data.
- Using database tools (Microsoft Access), perform global data updates and/or import/export functions as required.
- Using Microsoft Access, or AMAG Developer's Kit, may perform minor customizations.
- For customizations or program interfaces that are beyond the scope of this role, liaise with external program developer and/or University of Manitoba IST Department.
- Maintain a secure environment by keeping files/access information confidential and in compliance with all University policies and procedures and FIPPA requirements.
Responsible for Physical Plant administrative support and the following duties:
- Analyze processes and develop procedures to streamline operations while promoting operating efficiencies through use of technology.
- Execute various marketing and branding programs across media channels, ensuring any messaging reinforces department strengths and abilities. Promote the services and expertise of the architecture, engineering, operations, and maintenance teams. Maintain and manage relationships with internal and external partners and stakeholders.
- Create and manage web content to convey all relevant information in a timely and accessible manner. Develop new content congruent with established themes to provide continuity between sections and pages within the University of Manitoba’s website
- Provide administrative / data support as required; assist other members of Administrative Services as necessitated by heavy work volumes or staff absences due to illness, vacation, etc.
- Provide support with respect to key system changes, assignments and compliance.
Backup support for LAN Container Administrator and Key Management System:
- In the event of the absence of the departmental LAN Administrator, the incumbent may be required to troubleshoot workstation problems and act as liaison with IST Desktop Support; install and test local applications; perform routine backups; provide support to mobile devices and act as liaison with Telephone Office; provide audio-visual support for presentations and webinars.
- Manage physical and virtual port servers used to run Symmetry’s Security Management System and database backups.
- Responsible for design and planning phases of key systems in all newly constructed buildings in all University locations, as well as re-keying of existing buildings (at least one major building is re-keyed annually). Specific duties include:
- Backup for Key Management System in absence of Key Coordinator.
- Perform other duties as required.
