The Assistant Manager contributes to the delivery of secure, scalable, and resilient technology capabilities across the City of Port Moody by providing enterprise and solution level architectural leadership and subject-matter expertise in support of digital transformation initiatives. Working collaboratively with business and technology leaders across the City, this role assists in assessing existing systems and identifying capability and risk considerations to inform future-state architectures aligned with operational priorities, Digital Strategy, and other longer-term strategic objectives.
The Assistant Manager supports the Manager, Information Services by shaping and advancing the City’s enterprise architecture direction in alignment with the Digital Strategy and longer-term transformation objectives. This role contributes to the development of multi-year technology roadmaps, architecture standards, reference models, and guiding principles that enable coherent, well-governed digital change across the organization.
The Assistant Manager promotes consistent approaches to how platforms, systems, infrastructure, and data are modernized, integrated, and secured, with a focus on interoperability, cybersecurity, and regulatory requirements. Working closely with delivery teams across the City, the role provides architectural guidance and advisory input for complex initiatives and digital programs, reviewing solution designs and integration approaches to ensure they support evolving business needs, transformation outcomes, and implementation realities.
This role plays a key part in enabling reliable, secure, and citizen-facing digital services that support municipal operations and advance the City’s digital transformation and community outcomes.
Responsibilities:
- Help shape and guide the evolution of the City's technology and enterprise capabilities to deliver on the Digital Strategy and other strategic plans, ensuring technology investments are secure, scalable, interoperable, and aligned with corporate priorities.
- Contribute to corporate decision-making and long-term planning by providing strategic advice and recommendations to senior leadership on technology investments, digital transformation opportunities, organizational priorities, and emerging risks.
- Participate in participates in high level and sensitive corporate planning discussions involving strategic initiatives, organizational changes, service delivery models, and technology-enabled business transformation.
- Lead and coordinate the implementation of Digital Strategy and other strategic plans’ initiatives across the organization, ensuring alignment with approved priorities, timelines, resources, and desired business outcomes.
- Develop business cases, recommendations, and implementation strategies for technology initiatives and presents solutions to senior leadership, committees, and Council, as required.
- Support the translation of the Digital Strategy and other strategic plans into architecture roadmaps, reference architectures, and technical standards that inform and support consistent technology decision-making across departments.
- Provide project coordination, planning, tracking, reporting, and delivery support for technology and digital transformation initiatives, working in partnership with the Manager, Information Services and project resources to monitor progress, manage risks, resolve issues, and support successful delivery outcomes.
- Facilitate cross-departmental collaboration, stakeholder engagement, and organizational alignment to support the planning, implementation, and adoption of digital initiatives.
- Lead and contributes to the development, review, and implementation of corporate technology, cybersecurity, data governance, digital services, and related policies, standards, and procedures.
- Contribute to the development, maintenance, and application of technology policies, architectural standards, and design principles that support digital modernization across application, data, integration, infrastructure (on-premises and cloud), and cybersecurity domains.
- Contribute to the development and maintenance of governance frameworks, training programs, and knowledge management practices that support consistent technology adoption, operational excellence, and organizational learning.
- Provide architectural analysis of current systems, platforms, and integrations to identify capability gaps, scalability constraints, and risks, informing future-state architectures that support digital transformation objectives.
- Contribute to the modernization of technology infrastructure, cloud adoption initiatives, and digital service delivery capabilities to improve organizational effectiveness, resilience, and customer experience.
- Support the definition, implementation, and ongoing maintenance of technology service levels (SLAs/OLAs), Disaster Recovery Plans (DRP), and Business Continuity Plans (BCP) to ensure reliable, transparent, and resilient services for City business units and public-facing stakeholders.
- May participate in IS Governance Committee, Change Advisory Board (CAB), and other committees as assigned.
- Participate in formal architecture review processes to assess solution designs, variances, and technical debt, providing recommendations and documenting architectural decisions and trade-offs in alignment with Digital Strategy and other strategic plans’ priorities and long-term sustainability.
- Provide architectural input to Privacy Impact Assessments (PIAs) and regulatory reviews, assessing solution design, deviations, and technical debt while ensuring compliance with privacy legislation, anti-spam, records management requirements, security standards, and municipal regulatory obligations.
- Manage and coordinate vendor relationships associated with assigned technology and digital transformation initiatives, ensuring accountability for deliverables, contract compliance, performance expectations, and value realization.
- Contribute to the development, administration, and monitoring of the Information Services operating and capital budgets, including forecasting, procurement planning, and identifying opportunities for operational efficiencies and cost optimization.
- Provide technical guidance to Information Services staff and project teams, fostering a culture of architectural discipline, innovation, and continuous improvement.
- Support organizational change management, communications, training, and adoption activities associated with Digital Strategy and other strategic plans’ initiatives and technology modernization efforts.
- Monitor and report on the status, outcomes, and performance measures of Digital Strategy and other strategic plans’ initiatives to support informed decision-making and accountability.
- Serve as the designated backup to the Manager, Information Services, assuming delegated managerial responsibilities and ensuring continuity of Information Services operations, services, projects, and strategic initiatives.
- Provide leadership and oversight to Information Services staff as required, including supervising and coordinating work activities, coaching and training employees, participating in recruitment and performance evaluation processes, and fostering a collaborative, high-performing, and customer-focused work environment.
- Perform other duties as assigned.
Qualifications:
- University degree in Information Technology, Computer Science, Engineering, Business, Architecture, or a related discipline. An advanced degree is an asset.
- Formal architecture certifications such as TOGAF (or equivalent), Certified Enterprise Architect (CEA), senior-level or enterprise architecture credentials, relevant cloud and domain architecture certifications, or equivalent experience are considered strong assets.
- Minimum of 5 years of progressive experience in Enterprise Architecture, Principal/Senior Solution Architecture, or IT Strategy roles, with demonstrated success in complex, multi-system, and multi-stakeholder environments.
- Demonstrated experience working within Agile and hybrid delivery environments (e.g., Agile, Scrum, Kanban, or waterfall-Agile blends), collaborating with product owners, delivery teams, and leadership to provide architectural guidance that supports iterative delivery, value realization, and continuous improvement.
- Proven ability to define, own, govern, and evolve multi-year enterprise architecture visions and roadmaps, balancing long-term architectural integrity, security, scalability, and interoperability with delivery and operational constraints.
- Deep understanding of enterprise and solution architecture practices, including application, data, integration, infrastructure, and cloud architectures, as well as technology lifecycle management and standards development.
- Demonstrated experience designing, governing, and modernizing enterprise business platforms (e.g., ERP, asset management, permitting, CRM, GIS, regulatory, or line-of-business systems such as Unit4, Maintenance Connection, ESRI enterprise solution, Tempest, or comparable solutions).
- Strong experience with enterprise-scale Microsoft and cloud technologies, including Azure, identity and access management (EntraID), security and threat protection (Microsoft Defender), data and analytics platforms (Power BI), and hybrid/cloud infrastructure designs.
- Solid understanding of cybersecurity architecture, risk management, and control frameworks, including secure-by-design principles and alignment with organizational policies, regulatory requirements, and governance standards.
- Excellent communication and architectural documentation skills, with the ability to translate complex technical concepts into clear guidance for executive leadership, business stakeholders, and governance forums.
- Strong leadership and interpersonal skills, experience managing technical staff
- Demonstrated collaborative approach to influencing across departments and technical teams, providing architectural direction and driving consistency through standards and governance.
