Position Summary
The HR & Administration Manager is a pivotal leadership role responsible for driving all human resources and administrative functions across the organization. Reporting directly to the VP and President, this individual will serve as a trusted partner in building organizational capability, managing talent, ensuring regulatory compliance, and overseeing day-to-day administrative operations at the head office. Given our bilingual business environment and Chinese-speaking stakeholder network, fluency in Mandarin is essential for this role.
Key Responsibilities
Human Resources
- Lead full-cycle recruitment for corporate, hospitality, and energy business units, including sourcing, interviewing, and onboarding.
- Develop and implement HR policies, procedures, and employee handbooks in compliance with BC, Alberta, Saskatchewan, and applicable Australian employment laws.
- Manage employee relations, conduct investigations, and resolve workplace concerns in a timely and confidential manner.
- Oversee performance management programs, including annual reviews, goal-setting frameworks, and performance improvement plans.
- Administer compensation and benefits programs, ensuring competitiveness and compliance across multiple jurisdictions.
- Support succession planning and leadership development initiatives in partnership with the executive team.
- Maintain accurate HR records and ensure compliance with privacy legislation (PIPEDA).
- Coordinate immigration and work permit requirements as needed for international hires.
Administration
- Oversee general office administration and facilities management for the Richmond head office.
- Manage vendor relationships, office supply procurement, and service contracts.
- Maintain corporate records, filings, and documentation in an organized and accessible manner.
- Liaise with legal, accounting, and external consultants as required.
- Develop and enforce administrative policies to improve operational efficiency.
- Assist in coordinating communication and administrative activities between the head office and resort/field operations.
Qualifications & Requirements
Education & Credentials
- Bachelor's degree in Human Resources Management, Business Administration, or a related field.
- CPHR designation is preferred.
- Additional certifications in employment law, payroll, or organizational development are an asset.
Experience
- Minimum 5 years of progressive HR experience, with at least 2 years in a managerial or senior HR role.
- Experience in the hospitality, real estate, or energy/resource industry is a strong asset.
- Demonstrated experience managing HR across multiple locations or business units.
- Familiarity with multi-jurisdictional employment legislation (BC, AB, SK, Australia) is an asset.
- Experience supporting senior executives in an administrative capacity.
Skills & Competencies
- Fluency in both Mandarin and English (written and verbal) is required.
- Exceptional interpersonal and communication skills with the ability to interact professionally at all levels of the organization.
- Strong analytical and problem-solving skills with high attention to detail.
- Proficiency in HRIS systems, Microsoft Office Suite (Word, Excel, Outlook), and productivity tools.
- Demonstrated ability to handle sensitive and confidential information with discretion.
- Highly organized, self-motivated, and capable of managing multiple priorities in a dynamic environment.
- Cultural sensitivity and cross-cultural communication skills, particularly in Chinese business contexts.
