The Transportation Energy Unit contributes to responsibilities of the divisions related to the transportation sector and for coordinating a whole-of-government approach to energy and climate policy and program delivery efficiently and effectively, including:
- Adopting leading practices, informed by scientific and economic analysis, to support the 2024 Affordable Energy Plan and the 2025 Pathway to Net Zero.
- Managing staff and supporting their career development and progress.
- Establishing partnerships and working collaboratively with stakeholders.
- Ensuring departments, agencies and partners meet key deliverables on time, on budget and with the expected results; and measuring, evaluating and reporting progress and results.
The Energy Innovation and Analysis Branch supports the division by working with industry stakeholders, municipalities, Indigenous organizations, provincial departments and agencies, Crown corporations, and other governments to align efforts and share best practices related to lowering Manitoba’s reliance on petroleum fuels, supporting the switch to low carbon fuels and electric vehicles, building hydrogen infrastructure, reducing greenhouse gas emissions, adapting to climate change, and promoting clean energy technology opportunities.

Duties:
The Manager, Transportation Energy is a provincial expert on in their respective subject matter and is responsible for researching, analyzing, developing, implementing, monitoring, planning and evaluating multifaceted policies and programs/initiatives to identify solutions and influence government actions by providing sound recommendations on environment, climate change, and economic issues at a senior/advanced level. Reporting to the Director of Enery Innovation and Analysis, the position is reponsible to manage staff and to act on behlf of the Director as required.
Qualifications:
Essential:
- Post-secondary education in sciences, social sciences, business, public administration, engineering or related discipline with relevant work experience in energy, climate change or related field. An equivalent combination of related education, specialized technical training, and experience may also be considered
- Experience working with, or thorough knowledge of, climate and energy legislation, including: The Biofuels Act, The Energy Act, the Climate and Green Plan Act, or equivalent legislation
- Experience in project and program management, including expertise in project lifecycles, project planning, innovation, change management, costing and schedule estimation
- Excellent written communication skills to produce reports, technical papers, program audits and other complex written materials for different audiences
- Strong verbal communication with the ability to convey complex ideas and insights to a variety of technical and non-technical audiences
- Experience researching, developing and applying new approaches, techniques and analysis to meet the diverse requirements of complex assignments
- Strong organizational and time management skills with the ability to manage numerous projects and programs simultaneously while meeting competing deadlines
- Highly developed interpersonal skills for building and maintaining positive working relationships with diverse internal and external stakeholders
- Excellent problem-solving and decision-making skills to provide sound advice and recommendations to a variety of internal and external stakeholders
- Strong political acumen with the ability to exercise sound judgement in dealing with confidential, complex and sensitive materials and situations
- Experience assessing, interpreting and leading the development and implementation of policies, programs, and standards
- Ability to take initiative and work independently under minimal supervision
Desired:
- Experience in the public sector and/or transportation fuels sector
- Ability to communicate verbally and written in French
Conditions of Employment:
- Must be legally entitled to work in Canada
- Must be able to work overtime as needed
- Must be able to travel within and outside Manitoba with periodic overnight stays
