ABOUT THE ROLE
Theberge Group of Companies is one of Ottawa's established multi-residential developers and property management companies, with a growing portfolio of approximately 1,300 units across the city — expanding to 1,600+ units by summer 2027 with two major new-build lease-ups entering occupancy.
We're looking for a Manager, Maintenance and Operations to lead building maintenance and physical operations across our entire residential portfolio. This is a new leadership role created to bring portfolio-wide consistency, technical depth, and disciplined execution to how our buildings are maintained, turned, and brought online.
Reporting directly to the Vice President of Property Management, you are the company's subject-matter expert on building systems and equipment — HVAC and heat-pump systems, plumbing, electrical, life-safety, building envelope, elevators, and mechanical infrastructure. You'll direct on-site teams, own the pre-delivery inspection (PDI) process, drive unit turns, and safeguard the condition and presentation of every asset. If you're equally comfortable diagnosing a mechanical fault, coaching a superintendent, and holding a general contractor accountable at handover, we want to hear from you.
WHAT YOU'LL DO
Building Systems & Technical Expertise
- Own the building — serve as the portfolio's technical authority on all building systems: heating and cooling (including heat pumps), plumbing, electrical, fire and life-safety, building envelope, elevators, and mechanical/BAS infrastructure
- Preventive maintenance — build, standardize, and enforce a portfolio-wide PM program with defined schedules, checklists, and records for every asset
- Diagnose and resolve — lead the response to complex or recurring technical problems, determining root cause and directing corrective work rather than repeat call-outs
- Systems performance — monitor equipment performance against design intent and flag underperformance, warranty claims, and capital needs to the VP
Team Leadership & Staffing
- Lead the field teams — directly manage superintendents, maintenance technicians, and cleaning staff across all sites, including hiring, scheduling, coaching, and performance management
- Set the standard — establish clear SOPs and accountability for response times, work quality, safety, and building presentation
- Coverage & on-call — structure staffing and the emergency on-call rotation so every property is protected 24/7
- Develop people — train and mentor site staff on systems, procedures, and safety; build bench strength as the portfolio grows
New Construction Handover & PDIs
- Own the PDI process — lead pre-delivery inspections as construction hands units and common areas over to operations; ensure every deficiency is documented, tracked, and resolved before a unit is rent-ready
- Hold construction accountable — manage deficiency punch lists, warranty items, and sign-offs alongside development, construction, and third-party engineers
- Commission the building — verify that mechanical, electrical, and life-safety systems are fully commissioned and operational before occupancy
- Bridge dev to ops — ensure new assets transition cleanly from construction into a maintainable, warranty-protected state
Unit Turns & Building Upkeep
- Drive turns — oversee the unit turnover process end to end: timelines, quality, and cost, so vacant units return to market-ready condition quickly and consistently
- Protect the asset — own the overall condition, cleanliness, and presentation of every building, from suites and common areas to mechanical rooms and grounds
- Vendor management — source, qualify, and manage trades and service contractors; hold vendors to scope, schedule, quality, and budget
- Cost discipline — contribute to maintenance and capital budgets, control spend, and identify opportunities to reduce cost without compromising standards
Compliance, Safety & Reporting
- Safety first — ensure all maintenance activity meets OHS, fire code, and regulatory requirements, and that staff work safely
- Records & compliance — maintain inspection, maintenance, and compliance records and support regulatory obligations including life-safety testing
- Report up — provide the VP of Property Management with clear, regular reporting on maintenance status, open deficiencies, staffing, budget, and risks
WHAT YOU BRING
Required
- 5 to 8 years of progressive building maintenance or facilities experience, including multi-residential (apartment/condo) properties, with leadership across one or more sites
- Demonstrated people-leadership experience directing maintenance and/or cleaning teams
- Strong, hands-on knowledge of building systems: HVAC and heat pumps, plumbing, electrical, life-safety, building envelope, and mechanical infrastructure
- Experience with unit turns, preventive maintenance programs, and vendor/contractor management
- Refrigerant-handling certification (ODP card) — or willingness to obtain it — given the portfolio's heat-pump and HVAC systems
- Working knowledge of applicable building, fire, and health & safety codes and regulations in Ontario
- Valid driver's licence and reliable vehicle for regular travel between properties
- Availability to respond to building emergencies outside of standard hours
Preferred
- Building operations designation — BES Operator (Class I/II), BOMI SMT/SMA, or RPA — or active progression toward one
- Experience with new-construction handover, PDIs, commissioning, and warranty/deficiency management
- Relevant trade certification (HVAC/refrigeration, gas, or electrical) or comparable technical background
- Familiarity with property management software (e.g., Yardi) and CMMS / work-order systems
- Bilingualism (English/French) is an asset given the east-end Ottawa portfolio pipeline
