Position Summary
The Payroll and Benefits Manager leads accurate, compliant, and timely payroll and benefits administration across ASI Group of multi-national companies. This role owns payroll processing for both unionized and non-union employees across multiple provinces and countries, manages group benefits and retirement savings plan (RSP) administration, and builds the scalable payroll infrastructure needed to support a growing, multi-entity organization. This is a hands-on leadership role: the successful candidate will both manage payroll operations directly and build the processes, controls, and reporting that don't yet exist.
Key Responsibilities
Payroll Operations
- Maintain, verify and process payroll records, including new hires, terminations (records of employment), salary changes and deductions.
- Process accurate, on-time payroll for all employees across Canada and the United States, ensuring compliance with each jurisdiction's Employment Standards Act, State labour laws, and prevailing wage reporting requirements; while accurately allocating payroll labour costs to the appropriate projects, cost centres, and departments to support project costing and financial reporting.
- Administer payroll for unionized employees in accordance with applicable collective agreements, including overtime rules, shift premiums, and distribution/equalization requirements.
- Oversee overtime authorization and tracking processes, working with operations leaders to ensure hours are accurately recorded and approved.
- Process employee reimbursement ensuring they are accurately recorded and approved.
- Process and Manage vacation accrual, statutory holiday pay, and leave-related pay adjustments in line with company policy and applicable legislation.
- Process and reconcile government remittances in compliance with federal and provincial regulatory requirements; coordinate with Accounts Payable to facilitate payment processing.
Benefits, RSP & Union Administration
- Administer group health benefits enrollment, changes, and terminations for eligible employees.
- Administer the company Retirement Savings Plan (RSP), including enrollment, contributions, and employee inquiries.
- Serve as the primary point of contact for benefits providers and brokers and support annual renewal and plan design discussions.
- Reconcile union dues and prepare remittance submission
Compliance & Controls
- Maintain compliance with employment standards, tax remittance, and reporting obligations across all jurisdictions of operation.
- Maintain accurate, audit-ready payroll records and personnel file standards in coordination with HR.
- Partner with Finance on payroll-related journal entries, accruals, and month-end close activities.
- Support internal and external audits with timely, accurate payroll and benefits documentation.
- Manage workers' compensation administration, including claims coordination, premium remittances, and compliance with provincial and state workers' compensation board requirements.
Process Improvement & Systems
- Act as a key hands-on contributor to the HRIS/payroll system implementation, including vendor configuration, data migration, testing, and go-live support.
- Serve as the internal payroll subject-matter expert during system selection and implementation, translating payroll/compliance requirements into system configuration decisions.
- Build standardized, documented payroll and benefits processes to replace ad hoc or manual workflows.
- Identify and implement process improvements to reduce manual effort and error rates as the organization scales.
Qualifications
- 5+ years of progressive payroll experience, including multi-provincial payroll.
- International full-cycle payroll knowledge is highly valued; experience with US and Canadian payroll requirements is a strong asset given our multi-country/entity operations.
- Experience administering payroll in a unionized environment, including collective agreement interpretation, is required.
- Payroll Compliance Professional (PCP) or Certified Payroll Manager (CPM) designation preferred.
- Strong working knowledge of HRIS and payroll systems is essential; comfort configuring, troubleshooting, and optimizing these systems is a core requirement of this role, not a peripheral skill.
- Direct experience as part of an HRIS/ERP or payroll system implementation team (selection, configuration, data migration, testing, or go-live) is a significant asset.
- Experience managing a team is an asset, but not required
- Experience with group benefits and RSP/pension plan administration.
- Working knowledge of Employment Standards legislation across Canadian provinces; familiarity with international labour/payroll requirements an asset.
- Strong attention to detail, discretion with confidential information, and comfort operating in a fast-paced, evolving environment.
What Success Looks Like in the First Year
- Payroll runs accurately and on time across all jurisdictions, with a documented, repeatable process.
- Standardized payroll reporting that gives employees and management clear, timely visibility into hours, overtime, and pay-related data.
- Benefits and RSP administration runs smoothly, with employees able to get timely answers to enrollment and claims questions.
- Meaningful progress on HRIS/payroll system implementation, from vendor configuration through to go-live.
- Proactively identifies and solves problems, takes initiative, and steps in where needed to address challenges and drive positive outcomes. Acts independently while knowing when to collaborate or escalate.
- Strong working relationships established with operations leaders, HR, and Finance, reflecting a collaborative, service-oriented approach to payroll.

Pay: $85,000.00-$110,000.00 per year
