Job Title: Project Buyer
Position Summary
We are seeking a proactive and detail-oriented Project Buyer to support end-to-end procurement activities within a dynamic project environment. This role is responsible for managing sourcing initiatives, RFx processes, and the complete Purchase Requisition (PR) and Purchase Order (PO) lifecycle. The successful candidate will work closely with project teams, suppliers, and internal stakeholders to ensure the timely delivery of goods and services while maintaining compliance with organizational policies and industry standards.
The Project Buyer plays a key role in supplier performance management, cost optimization, and procurement process improvement. This position requires strong negotiation skills, supply chain expertise, and the ability to manage multiple priorities in a fast-paced environment.
Key ResponsibilitiesProcurement & Strategic Sourcing
- Manage RFx activities and conduct supplier negotiations within delegated authority limits to achieve the best value for the organization.
- Support sourcing initiatives and commodity cost optimization strategies.
- Prepare purchasing reports, analyses, and market assessments to support procurement planning and strategic decision-making.
- Take ownership of sourcing activities related to assigned commodities and part management requirements.
Purchase Order Management & Fulfillment
- Manage the full procurement cycle from Purchase Requisition (PR) receipt through Purchase Order (PO) creation, issuance, tracking, delivery, and invoice processing.
- Ensure purchase orders are accurate and complete, including supplier information, commodity codes, delivery requirements, and supporting documentation.
- Monitor supplier performance and proactively expedite orders to meet project schedules and business priorities.
- Resolve procurement issues, discrepancies, and supplier-related concerns, escalating when required.
Stakeholder & Supplier Collaboration
- Participate in regular meetings with project teams to review procurement priorities and provide updates on open orders and delivery commitments.
- Coordinate procurement activities with project planning and operational requirements.
- Build and maintain effective relationships with suppliers and internal stakeholders.
- Collaborate with procurement and supply chain teams to support continuous improvement initiatives.
- Support enhancements to SAP and other procurement systems to improve operational efficiency.
Compliance & Process Improvement
- Ensure procurement activities comply with company policies, quality standards, contractual obligations, and applicable regulatory requirements.
- Maintain ethical procurement practices and adhere to organizational procurement procedures.
- Identify procurement risks and escalate issues to Supply Chain leadership as appropriate.
- Support departmental KPI monitoring and continuous improvement initiatives.
General Responsibilities
- Contribute to departmental goals and special projects as required.
- Maintain a thorough understanding of procurement policies, procedures, and best practices.
- Promote a culture of collaboration, accountability, and continuous improvement.
Required Qualifications
Candidates must meet one of the following criteria:
- University degree in any discipline with a minimum of 1 year of procurement and finance-related experience obtained within the last 5 years; or
- College diploma in Procurement, Finance, Economics, Commerce, Accounting, Materiel Management, or a related field with a minimum of 18 months of procurement and finance-related experience obtained within the last 6 years.
In addition, candidates must possess:
- Minimum 1 year of procurement and finance-related experience supporting the Federal Government of Canada as a civilian employee, military member, or contractor.
- Minimum 3 years of experience performing procurement, purchasing, or supply chain activities in a supply chain environment.
- Experience reviewing and interpreting contract terms and conditions.
- Experience using SAP or another Enterprise Resource Planning (ERP) system.
- Strong organizational skills with the ability to manage competing priorities and meet deadlines in a fast-paced environment.
- Excellent communication, interpersonal, and stakeholder management skills.
- Ability to contribute innovative ideas and support continuous improvement initiatives.
Assets
- Knowledge of export control regulations.
- Familiarity with Industrial and Technological Benefits (ITB) and Canadian Content Value (CCV) requirements.
- Purchasing, Supply Chain, or Financial certification.
- Five or more years of relevant procurement experience.
- Previous experience within the defense, aerospace, or government contracting sectors.
Security Requirements
All applicants must be eligible to obtain and maintain:
- Canadian NATO Secret Security Clearance
- Controlled Goods Program (CGP) registration eligibility
- Compliance with International Traffic in Arms Regulations (ITAR) requirements
Preferred Qualifications
- Professional purchasing or financial certification.
- Previous experience supporting defense industry programs or government procurement initiatives.
- Demonstrated success managing procurement activities within complex project environments.
Pay: $50.00-$58.60 per hour
