THE IMPACT YOU WILL MAKE:
Reporting to the Senior Manager, People & Culture, the People & Culture Specialist is an experienced, high‑performing HR professional and personable team player who provides inclusive, trusted, expert‑level HR support to employees and people leaders across the organization. This role serves as a key business partner, ensuring the accurate, timely, and effective delivery of People & Culture operations, HR services, and initiatives. Operate as a senior individual contributor with deep subject‑matter expertise, sound judgment, and strong execution capability. The Specialist supports clients and coordinates complex workplace matters within a unionized environment, including labour relations, workplace investigations, talent management, performance management, organizational development, learning and development and change management. The role requires exceptional time management, solid knowledge of employment legislation, initiative, and accountability, alongside strong communication, data, and technology capabilities. The Specialist acts as the AI and HR technology lead, driving automation, reporting, and workflow improvements to enhance efficiency, accuracy, and client experience.
Responsibilities include (but are not limited to):
HR Operations & Talent Management

Lead assigned HR functions with a focus on talent management: recruitment, learning & development, performance management, succession planning, employee global mobility. Monitor HR workflows, deliverables, and deadlines to ensure all People & Culture operations are completed effectively.

Coordinate and complete all assigned HR tasks in a timely manner with a high degree of accuracy, timeliness, and attention to detail to provide a consistent employee experience. Maintain high standards of data integrity, documentation, and reporting.

Provide expert guidance to people managers. Support leaders in organizational development initiatives, including role clarity, team effectiveness, performance, and change readiness. Apply professional HR judgment to navigate sensitive and high‑impact people decisions.

Act as a mentor and resource to the HR Administrator, providing coaching, guidance, and quality oversight for HR outputs. Collaborate closely with all P&C team members to support priorities, projects, change initiatives, reporting and continuous improvement.
Labour Relations

Advise on complex workplace matters including employee relations and labour relations in a unionized environment. Provide HR support related to grievances, complaints, and conflict resolution.

Support and manage workplace investigations, including intake, coordination, documentation, analysis, and report preparation. Ensure matters are handled with discretion, procedural fairness, and legal compliance.
HR Advisory & Client Support

Serve as a trusted People & Culture Specialist and partner to managers and employees, providing timely, practical, and well‑reasoned HR guidance to support a positions employee experience

Apply sound judgment and risk awareness to ensure solutions are fair, consistent, and aligned with organizational values, labour obligations, and best practices.

Act as a change management Specialist to leaders and project teams during organizational, structural, policy, and process changes. Support the people‑side of change initiatives, including workforce impacts, role changes, new ways of working, and technology implementations.

Assist leaders in change planning, stakeholder engagement, and communication approaches that build understanding and trust. Reinforce adoption and sustainability of change through aligned performance management, coaching, and follow‑up.
Technology, AI & Data Enablement

Serve as the People & Culture AI and technology lead, identifying opportunities to improve HR workflows through automation, digital tools, and AI‑enabled solutions. Support change adoption related to new HR technologies and system enhancements.

Lead the development and improvement of HR reporting, dashboards, and data analysis to support decision‑making. Prepare and facilitate clear, data‑driven presentations and materials for leaders and stakeholders.
Qualifications include (but are not limited to):

Post-secondary education in a relevant field or equivalent experience.

Minimum 3-5 years of human resources management experience. Experience in International Development, Non-Governmental Organization (NGO/INGO), or other not-for-profit sectors is preferred.

Advanced knowledge of talent management including program design and facilitation.

Proven experience in labour relations management in a unionized environment.

Demonstrated proficiency in HR business partnership, workforce legal compliance, data AI optimization

Advanced communication, interpersonal, and teamwork skills for diverse audiences to build strong working relationships across cultural and organizational settings, both internally and externally.

Demonstrated project management experience for task execution of assigned objectives supported by proficiency with MS Office tools and relevant technologies. Ability to work under pressure within tight timelines to achieve SCC objectives.

Displays analytical and problem-solving skills to support initiatives with demonstrated adaptability to support change management for successful task implementation.

Applies judgment and make sound decisions that are accountable, justifiable, and in adherence to policies and procedures.

Considers organizational strategy and thinks creatively to support innovative initiatives and collaborations that deliver benefits for the children and families we serve.

Ability to occasionally travel locally, nationally and internationally (less than 10%) as required.
WHAT WE OFFER
The salary range for this position is between $63,323.32 to $80,295.12 CAD on skills and experience. In addition to this, our employees will have the following package of additional benefits:
