Novarc Technologies seeks a highly experienced and proactive Health, Safety, and Environment (HSE) Manager to champion and direct the safety culture across our physical plant operations.
Summary: In this role, you'll be responsible for ensuring regulatory compliance, mitigating risk, and promoting a culture of zero incidents, while also managing the preventative and corrective maintenance programs for our facility and its equipment.You will be our subject matter expert, guiding senior leadership and empowering all employees to make safety a core value in their daily work. The ideal candidate will possess comprehensive knowledge of both Canadian and U.S. occupational safety and environmental regulations and will be responsible for developing, implementing, and managing robust HSE programs across our North American operations.

Schedule: Monday to Friday
Location: Burnaby, BC (On-site role)
Duties and Responsibilities:
Strategy & Leadership: Develop and execute a long-term HSE strategy aligned with corporate objectives. Champion a proactive, behavior-based safety culture throughout the organization.
Regulatory Compliance:
Serve as the primary expert on Canadian safety legislation, including WorkSafeBC, and other provincial OHS regulations as required.
Ensure full compliance with U.S. safety standards, including federal OSHA (29 CFR) regulations and applicable state-specific programs.
Monitor, interpret, and communicate new or changing legislation and ensure policies and procedures are updated accordingly.
Program Development & Implementation: Design, implement, and continuously improve HSE policies, procedures, and programs, including but not limited to:
Hazard Identification & Risk Assessment
Lockout/Tagout (LOTO)
Chemical Management (WHMIS/GHS)
Emergency Response and Preparedness
Incident Investigation & Analysis: Lead thorough investigations of all incidents, accidents, and near-misses. Utilize root cause analysis (RCA) techniques to identify underlying causes and implement effective corrective and preventative actions (CAPAs).
Training & Auditing: Develop and deliver comprehensive HSE training for all levels of the organization. Conduct regular site inspections and audits to ensure compliance and identify areas for improvement. Manage the Joint Health and Safety Committee (JHSC).
Reporting: Track, analyze, and report on key HSE performance indicators (e.g., TRIR, LTIR). Prepare and present regular reports to senior management.
Minimum Qualifications and Experience:
Bachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or a related field.
Minimum 5 years of progressive experience in an HSE leadership role, preferably within a manufacturing, industrial, or construction environment.
Demonstrable experience managing HSE programs across both Canadian and U.S. jurisdictions.
Expert-level knowledge of WorkSafeBC regulations and Canadian Occupational Health and Safety Regulations.
In-depth, practical knowledge of U.S. OSHA standards for general industry and/or construction.
Strong leadership, communication, and interpersonal skills with the ability to influence and engage at all organizational levels.
Excellent analytical, problem-solving, and decision-making abilities.
Proficiency in conducting risk assessments and incident investigations.
Experience with HSE Management Systems (e.g., ISO 45001, COR).
Proficient in Google products (Docs, Sheets, Slides, etc).
Nice to have:
Canadian Registered Safety Professional (CRSP) designation.
Certified Safety Professional (CSP) designation in the U.S.
Other relevant certifications such as Certified Industrial Hygienist (CIH) or qualifications in environmental management (e.g., ISO 14001).
Work Environment:
This role involves a mix of office-based work and time spent on the plant floor or in the field.
Must be able to walk, stand, and navigate an industrial environment.
Will be required to travel occasionally to other company sites in North America. (~10%)
