The Alberta Automobile Care‑First Tribunal (ACT) is a newly established, independent appeal body under the Automobile Insurance Act. The Tribunal ensures fair, timely, and impartial resolution of disputes between claimants and insurers within Alberta’s Care‑First automobile injury compensation system.

We are seeking an experienced, strategic, and principled leader to serve as Director, Tribunal Operations - the senior administrative official responsible for ensuring the Tribunal’s operations run effectively, independently, and in alignment with administrative justice principles.

This is a rare opportunity to shape a new Tribunal, build a high‑performing Secretariat, and contribute to public trust in a system that affects thousands of Albertans.

Role Responsibilities

The Alberta Automobile Care-First Tribunal (ACT) was established as an independent appeal body under the Automobile Insurance Act to resolve disputes between claimants and insurers about decisions made on claims for compensation under the Care-First system. The Tribunal reports, through its Board, to the President of Treasury Board and Minister of Finance.

The Director is responsible for providing senior operational leadership to support the Tribunal's mandate under the Automobile Insurance Act. As the senior administrative official, the Director oversees the staffing and administrative functions necessary for the Tribunal's operations. This role ensures the effective functioning of the Tribunal's appeal processes by supporting activities authorized under section 85, including the management of notice requirements, electronic filing systems, appeal procedures, document handling, and coordination of inquiries, mediation, and hearings.

The Director ensures that Tribunal operations uphold procedural fairness and natural justice, maintaining systems, resources, and administrative practices that allow Tribunal Members to carry out their adjudicative duties efficiently and independently.

In addition to operational oversight, the Director plays a critical leadership role in strategic planning, policy development, and compliance within the broader legislative and regulatory framework. The position ensures adherence to ministerial directives, supports the publication of Tribunal information and decisions, and manages the Tribunal's responsibilities related to forms, procedures, timelines, and information management.

The Director also provides senior‑level guidance on complex or emerging issues, facilitates interdepartmental coordination, and ensures that the Tribunal's work contributes to the overall integrity and public confidence in Alberta's automobile injury compensation system. Through strong leadership, the Director ensures that the Tribunal's administrative operations, staff, and processes function at a high standard, enabling Tribunal Members to deliver fair, timely, and consistent appeal decisions.

Responsibilities include:

Provide Strategic Leadership for Tribunal Operations

Lead the delivery of fair, timely, and accessible appeal and dispute‑resolution services.
Oversee intake, triage, early resolution, mediation, and hearings, ensuring neutral and consistent processes.
Identify systemic issues such as backlogs or workflow barriers and implement corrective strategies.

Build and Lead a High‑Performing Secretariat

Set clear roles, expectations, and accountability frameworks for Secretariat staff.
Recruit, coach, and develop team members, fostering a culture of professionalism and continuous learning.
Ensure workforce capacity and structure align with current and future operational demands.

Ensure Legislative Compliance and Administrative Justice

Interpret and apply the Automobile Insurance Act, regulations, and Tribunal rules.
Oversee quality assurance, privacy, disclosure, records management, and decision publication.

Strengthen Case‑Management and Operational Systems

Lead the design and continuous improvement of intake, screening, triage, and case‑management frameworks.
Maintain tools and guidance that support consistent, transparent, and defensible decision‑making.
Integrate case‑management processes with scheduling, forecasting, and resource‑allocation systems.

Role Responsibilities Continued

Drive Strategic Planning, Performance, and Modernization

Lead strategic and operational planning, aligning resources and technology with program priorities.
Establish KPIs, dashboards, and reporting frameworks to monitor performance.
Champion innovation, modernization, and digital transformation to enhance accessibility and efficiency.

Manage Resources and Governance

Oversee budget, procurement, and external service delivery (e.g., mediation services).
Serve as business owner for case‑management systems and technology solutions.
Coordinate with HR, IT, and Finance, to support Tribunal operations.

Strengthen Stakeholder Relationships and Public Confidence

Engage with insurers, claimants, legal representatives, ministries, and system partners.
Represent the Tribunal in consultations, working groups, and cross‑jurisdictional initiatives.
Lead public‑facing communications that promote transparency and understanding of Tribunal processes.

Support the Tribunal Chair and Members

Provide strategic advice on emerging issues, risks, and operational performance.
Ensure Members receive timely, accurate information to support adjudicative decision‑making.
Oversee preparation of the Annual Report and financial components such as fees and levies.

Qualifications

University graduation in public administration, law, business administration, or a related field, supplemented by seven years progressively responsible experience. Legal education is a strong asset. Executive operational leadership, or tribunal-specific training is highly desirable. Related experience or education may be considered as an equivalency on a one for one basis.

Job requirements:

Senior leadership experience in an administrative tribunal, regulatory body, public‑sector agency, or comparable quasi‑judicial environment.
Experience leading complex dispute‑resolution or adjudicative systems, ideally in insurance, injury compensation, or administrative justice.
Proven ability to interpret and apply legislation, regulations, and enabling statutes in an operational context.
Demonstrated accountability for mandate delivery, performance reporting, risk escalation, and stewardship of public resources.
Experience managing reputational, legal, and system‑wide risks, including responding to public scrutiny or judicial review.
Change‑leadership experience, including implementing new legislative frameworks or modernizing processes and systems.
Executive‑level stakeholder engagement with ministries, insurers, legal communities, and advocacy organizations.
Strong knowledge of administrative law, procedural fairness, natural justice, and tribunal governance.
Expertise in risk management, legal defensibility, and identifying/mitigating compliance risks.
Strategic planning and performance‑management skills, including forecasting and using metrics to guide decisions.
Knowledge of public‑sector financial stewardship, budgeting, and business‑case development.
Experience in issues management and executive communications on complex or sensitive matters.
Systems‑thinking capability to understand how Tribunal decisions affect insurers, claimants, healthcare providers, and the broader Care‑First system.
