Job Purpose
The Junior Referral Technician supports the Saulteau First Nations (SFN) Treaty Rights & Environmental Protection Department and the Senior Oil & Gas Analyst in ensuring that oil and gas activities undertaken by industry, government, SFN, and others are conducted in a sustainable and ecologically sound manner. This position supports the review of proposed projects and operations to help ensure they are planned and implemented with respect for, and in the best interests of, SFN Members' Aboriginal and Treaty Rights. The Department contributes to the betterment of SFN as stewards of the land who are committed to ensuring sustainable practices are followed.

Duties and Responsibilities
Program Input on Proponent, Government and Other Stakeholder Proposals
- Responds to Oil and Gas referrals, MOTI or the BC Archaeological Branch referrals in a timely manner; manages and mitigates activities that may have potential to impede treaty rights relating to traditional SFN member use and activities.
- Reviews proposed projects referred by government, proponents and others to determine potential impacts on wildlife and wildlife habitat, fish and fish habitat, water, soils, air, vegetation or medicinal plants and Aboriginal and Treaty Rights under the direction of the Director of Treaty Rights and Lands.
- Maintains a good understanding of Treaty 8 Rights held by SFN members and reviews projects to assess potential impacts on SFN members traditional and cultural activities.
- Ensures that the Director of Treaty Rights and Lands is apprised of issues and interests affecting SFN members, the Treaty Rights and Environmental Protection Department and/or Chief and Council.
- Applies knowledge and understanding of Crown land tenure disposition parcels and referrals in communications with different BC and Federal governments.
- Will fill in or represent for the Senior Oil & Gas Analyst at meetings with industry or government and gather information.
Consultation and Research
- Meets with the BC Energy Regulator to identify concerns and comments about oil and gas activities on the Saulteau First Nations traditional sensitive areas of interest and any treaty rights.
- Responds on behalf of the SFN to referrals from government, industry proponents or other stakeholders.
- Community Engagement with Elders, other staff and Chief and Council for input on responses to complex referrals prior to submitting a response on behalf of the SFN.
- Ensures adequate research is completed to properly respond to government, industry, First Nations or other stakeholder’s request for input.
Correspondence, Reports and Program Records
- Maintains a diary of projects worked on, a log of communications with proponents and government; and provides copies of correspondence and meeting minutes to the Treaty Rights and Environmental Protection Executive Assistant for filing.
- Prepares a monthly summary of activities, commitments, and ongoing issues.
- Assists in arranging meetings and field visits with proponents, making travel arrangements and preparing business expense claims, invoices and relevant forms for signature by authorized personnel.
- Utilizes other computer software to complete and compile documents and reports as required and maintain competency with respect to ArcGIS, SCEMA, Word, Excel, PowerPoint and any other programs required to perform the work.
- Maintains effective record keeping procedures in a timely manner in collaboration with other staff and consistent with contracts, stakeholders, funding sources, and maintains security and confidentiality of all information.
Other Related Duties
- Participates actively as a SFN representative in collaborative partner networks, including the BC Energy Regulator, Ministry of Energy and Climate Solutions, CER (Canadian Energy Regulator), Archaeology Branch/Ministry of Transportation and infrastructure or the appropriate provincial ministry for Oil& Gas development.
- Plans field visits with SFN members.
- Participates in all SFN sponsored community events as required.
Qualifications and Skills
- Professional degree or diploma in resource management, fish and wildlife, forestry and/or other related resource management field.
- Minimum of two years’ field experience working in a resource management discipline.
- Knowledge of Oil and Gas industry and regulations.
- Knowledge of EAO, BCER, CER and MEMCM (Ministry of Mining and Critical Minerals) regulatory processes.
- Good communication skills and ability to work well with industry, consultants and government to influence and/or re-direct as necessary.
- Knowledge of Treaty 8 Rights.
- Ability to prioritize as well as be adaptable to changing priorities as necessary.
- Ability to solve problems, make effective decisions, resolve conflicts and manage time effectively.
- Must possess a high level of moral judgment for handling confidential information.
- Ability to manage a budget.
- Valid BC Driver’s License
- Satisfactory Criminal Record Check is required
Work Conditions
- Work is performed primarily during the hours of 8:00 a.m. to 4:30 p.m. Monday through Thursdays.
- Travel may be required throughout the Saulteau First Nations traditional territory and surrounding areas
- Enter data into a computer terminal, PC, or other keyboard device requiring continuous or repetitive arm-hand-eye movement.
- Remain in a sitting position for extended periods of time.
- Walking and hiking in rugged terrain or remote areas for field visits and site verification or training as required.
Pay: $30.52-$35.10 per hour
