What we seek:
OCH is currently seeking a dedicated Project Manager, Development to undertake project management of multiple development projects from cradle to grave, effectively adding to OCH’s portfolio, as well as replacing end-of-lifecycle housing stock in accordance with OCH’s portfolio management strategy. Under the guidance of the Manager, New Development Delivery, the Project Manager, Development plays a lead role in concept development, due diligence, oversight of prime and sub consultants for the duration of each project. The position undertakes work for disposal, demolition, acquisition, development, redevelopment, and construction in support of the corporate development plan. The position also works collaboratively with internal (Finance, Rental, Tenant Experience) and external (City, CMHC, Consultants) groups to progress corporate development projects and ensure ongoing viability, as projects advance. The Project Manager provides expert advice, proposes solutions to business challenges, and builds effective relationships with stakeholders that advance OCH objectives. The position also liaises with key City staff and external shareholders to advance approvals and respond to ad hoc inquiries or requests.
Project Manager, Development with OCH:
Through strong collaboration with internal teams and external partners, you will help deliver sustainable, community‑focused developments that reflect OCH’s commitment to inclusive, well‑supported communities. By providing expert guidance, managing complex stakeholder relationships, and driving projects from concept through completion, you will embody OCH’s values of collaboration and service excellence while contributing to long‑term portfolio growth and community impact.
As a Project Manager, Development, some of the things you will do include:
Conduct due diligence on conceptual projects to support approvals, including securing urban design consultants, geotechnical engineers, and environmental consultants.
Manage effective and cost‑efficient contracted services by verifying deliverables, identifying and correcting deficiencies, resolving disputes, and controlling project scope, schedules, costs, risk, and quality.
Manage the full cycle of design activities for new construction projects, including securing and overseeing required consultant services such as architectural, mechanical, electrical, structural, building envelope, energy modelling, and commissioning.
Manage construction activities, including demolition, site preparation, subdivision work, and infill projects not falling under the Director of Construction.
Pursue site plan and building permit applications through the City’s review and approval processes.
Participate in procurement processes to prequalify consultants, review tender submissions, make recommendations, and onboard consultants, contractors, architects, and trades.
Maintain all relevant documents and approvals, review and recommend payment of invoices, support the preparation of reports and briefs, and conduct research to support projects and concept development.
Engage with external stakeholders and authorities having jurisdiction to provide information, pursue approvals, and maintain ongoing project support.
Build and maintain effective relationships with stakeholders and develop and implement strategies to influence, advance, and build awareness of OCH projects and objectives.
Provide expert advice and serve as an in‑house consultant on new apartment construction projects.
Prepare and deliver reports and presentations for a range of audiences to support decision‑making.
Monitor changes in legislation and regulatory requirements that may impact projects and develop recommendations accordingly.
Ensure project correspondence and records are properly managed and maintained.

What you bring
Education & Experience:
A typical candidate will have the following qualifications and experience. Exceptional candidates with different qualifications will be considered at the discretion of the employer if demonstrated experience, knowledge, and ability warrant.
University degree in civil/mechanical engineering or other related engineering, architecture, or related discipline
Minimum five (5) years experience in development projects with progressive responsibility for project management, contract procurement/management, securing municipal approvals and site design work
Relevant professional designations or certifications considered an asset (e.g. PMP, P.Eng, OAA)
Knowledge of multiple codes, standards, guidelines, statutory requirements, and industry practices in design and construction, including design and sustainability.
Knowledge and creation of contract and specifications standards meeting OCH procedures and project requirements
Knowledge of project budgetary and funding agreements
Knowledge of all municipal planning approvals and processes required for development/redevelopment projects
Knowledge of, and ability to review, interpret, and advise on complex design and construction drawings, specifications, and agreements to provide feedback and direction to project stakeholders
Knowledge of Word, Excel, PowerPoint, Outlook, database applications, and other standard corporate software
Knowledge of computer assisted drafting software (e.g. AutoCAD, Architect, Bluebeam, or similar software)
Understanding of the diverse needs, abilities and social, economic cultural, and other factors present in OCH tenant communities
Understanding of the values, vision ad mission of Ottawa Community Housing and a commitment to support those objectives.
Knowledge of applicable health and safety act legislation, including the rights and responsibilities of workers related to construction sites
Skills and abilities:
Excellent organisational skills including the ability to set priorities and co-ordinate diverse and conflicting activities
Ability to manage and control budgets
Takes initiative and can work independently with a strong teamwork philosophy and approach
Strong negotiation and conflict resolution skills
Analytical skills to resolve problems, capacity to undertake research
Strong written and verbal communication skills that are adaptable to a wide range of audiences and contexts
Ability to write reports directed at non-specialists
Proficiency in the use information technology such as mobile devices and computer systems in the performance of work
Ability to interconnect the roles and responsibilities of various project stakeholders and how their various activities impact decisions
Oral fluency and reading and writing abilities in English are required
Oral fluency, reading and comprehension abilities in French is an asset
