Position Summary
The Construction & Project Management Manager oversees the full lifecycle of gas station, petroleum infrastructure, and general site construction projects. This includes coordinating closely with petroleum contractors, fuel‑system installers, and environmental specialists to ensure all work meets industry, regulatory, and safety standards. The role requires a solid working understanding of fuel system components, dispensers, and general petroleum site construction practices.
Key Responsibilities
Construction Oversight
- Work directly with petroleum contractors, fuel‑system installers, civil contractors, and mechanical/electrical trades to ensure proper installation of tanks, piping, dispensers, monitoring systems, utilities, and all related infrastructure.
- Oversee the construction of convenience store buildings, including foundations, framing, building envelope, roofing, HVAC, electrical, plumbing, interior finishes, and equipment installation.
- Verify that petroleum contractors and general contractors follow all technical specifications, environmental requirements, building codes, and safety protocols.
- Conduct regular site inspections to ensure quality workmanship across both fuel‑system components and commercial building construction.
- Coordinate the integration of civil works (grading, drainage, utilities, paving) with petroleum infrastructure and convenience‑store construction to ensure seamless site development.
- Ensure proper installation and commissioning of:
- Electrical equipment relates to Gas Stations Retail sites
- Fuel piping and venting
- Dispensers and POS integration
- Canopies and forecourt structures
- Store buildings, back‑of‑house areas, and customer‑facing spaces
- Incorporate petroleum contractor timelines, equipment lead times, environmental requirements, and regulatory milestones into the overall project schedule.
- Develop coordinated project plans that integrate fuel‑system installation, civil site development, and convenience‑store building construction.
- Review and interpret:
- Petroleum construction drawings
- Fuel‑system schematics
- Civil and structural drawings
- Architectural plans for convenience‑store buildings including foundation and piping requirements
- Mechanical, electrical, and plumbing (MEP) plans
- Ensure alignment between all trades and disciplines, preventing conflicts between petroleum systems, building construction, and site infrastructure.
- Manage procurement and delivery of both petroleum equipment (tanks, dispensers, monitoring systems) and building materials (fixtures, finishes, equipment).
Project Planning and Management
- Manage gas station construction projects for conversions and new builds and permitting through project completion and handover.
- Develop project schedules, budgets, scopes of work, and resource plans.
- Coordinate with architects, engineers, consultants, contractors, and regulatory authorities.
- Monitor project progress and implement corrective actions when necessary.
- Prepare and present project status reports to senior management.
Construction Oversight
- Supervise construction activities to ensure quality workmanship and compliance with specifications.
- Conduct regular site inspections and safety audits.
- Verify contractor performance and adherence to project schedules.
- Review and approve contractor invoices, change orders, and project documentation.
- Ensure proper installation of fuel systems, tanks, piping, canopies, convenience store facilities, and related infrastructure.
Budget and Cost Control
- Develop and manage project budgets.
- Track project expenditures and forecast costs.
- Negotiate contracts and manage vendor relationships.
- Identify opportunities for cost savings without compromising quality or safety.
Permitting and Regulatory Compliance
- Obtain and manage permits, licenses, and approvals required for construction and fuel operations.
- Ensure compliance with environmental, health, safety, and building regulations.
- Coordinate environmental assessments, tank installations, and inspections.
- Maintain project documentation for regulatory and audit purposes.
Safety Management
- Promote and enforce workplace safety standards.
- Ensure contractors comply with occupational health and safety regulations.
- Investigate incidents and implement corrective actions when required.
- Conduct safety meetings and site risk assessments.
Stakeholder Coordination
- Serve as the primary point of contact for project stakeholders.
- Communicate project updates, risks, and mitigation plans to management.
Qualifications
- Bachelor's degree in Construction Management, Civil Engineering, Project Management, or a related field.
- 5–10 years of construction project management experience, preferably in fuel stations, retail developments, commercial construction, or petroleum infrastructure.
- Strong knowledge of construction methods, fuel system installation, environmental regulations, and permitting processes.
- Experience managing multiple projects simultaneously.
- Proficiency in project management software such as Microsoft Project or equivalent.
- Valid driver's license and ability to travel to project sites.

Pay: $75,000.00-$85,000.00 per year
