The Regulatory Manager, Operations Services shall be responsible for overseeing and providing support for the regulated aspects of school building custodial and maintenance operations employing high quality standards of operations and a supportive service delivery model. In support of long-range planning and development, the Manager will assist the Assistant Coordinator Maintenance Operation Services with the evaluation of system needs, the establishment of system-wide regulatory operations standards, school repair and improvement priorities and school building renewal plans. Working collaboratively with a management team, the Manager will demonstrate a strong commitment to the school improvement process in support of student learning and reports directly to the Assistant Coordinator Maintenance Operation Services.
Competencies Required
The Regulatory Manager, Operations Services for the Halifax Regional Centre for Education shall have the following competencies:
- The ability to apply knowledge and experience of building construction and maintenance to support a broad range of services in the management of regulatory aspects of physical plant operations and technical systems;

- The ability to apply knowledge and experience of building codes and regulatory requirements to meet system standards;

- The ability to apply knowledge and experience of automated building control, indoor air quality and energy management systems;
- The ability to apply a broad knowledge and experience of regulatory requirements as well as Department of Labour Occupational Health & Safety Standards and procedures;
- The ability to recognize and identify priorities in scheduling of work requirements and staff;
- The ability to work in a team environment while leading multiple projects and adapting to frequently changing priorities;
- The ability to effectively communicate both internally within Operations Services, and externally to other Centre Departments, provincial and federal government departments and third parties including the consumers of services offered by the Centre;
- The ability to provide leadership and direction to subordinate staff to efficiently respond to the needs of schools;
- The ability to develop, evaluate, recommend and implement policies and procedures to support the continuing improvement of system standards;
- The ability to apply performance evaluation strategies and methods to support the annual employee review process;
- The ability to employ effective problem solving strategies to address issues relating to employee relations, labour relations, conflict resolution, and progressive discipline;

Qualifications
- Completion of a college or university program in a discipline related to the operation and maintenance of facilities, or equivalent training and experience;
- Minimum five (5) years experience working in the operation and/or maintenance of facilities;
- Minimum three (3) years supervisory experience in facility operations or maintenance;
- Certification or willingness to obtain Class 1 Operator Water Treatment and Water Distribution and/or Class II Operator Wastewater Treatment considered assets;
- Additional technical experience or qualified certification in areas such as Regulatory Compliance considered assets, including but not limited to: Fire Systems, Sprinkler Systems, Radon Systems, Elevators;
- Valid Nova Scotia driver's license and satisfactory driving record;
Specific Job Components
The Regulatory Manager, Operations Services shall perform those tasks assigned by the Assistant Coordinator Operation Services. These tasks may vary, from time to time, with the evolution of the organization and may include, but not be limited to the following:
- Developing policy and procedures to ensure implementation of approved operational programs within schools as necessary to meet regulatory directives including but not limited to Fire Safety, Water and Waste Water treatment, Radon measurement and mitigation, Asbestos management, Four Stream Waste separation, Fuel storage tanks and third party inspections of equipment such as elevators, pressure vessels, electrical, etc.;
- Meet with other government agencies respecting regulations and procedures that affect school occupancy and operation.
- Responding to and assigning work orders through computerized tracking systems using the SAP Program;
- Evaluating goals and policies, and planning operations as they pertain to regulatory requirements;
- Preparing and managing budgets;
- Function as part of the management team in carrying out annual performance evaluations for all staff in subordinate roles;
- Respond to non-routine maintenance issues and requests relating to adaptations or renovations pertaining to special program needs of students;
- Ensures that all work is done according to standard trade practices, contract specifications, all trade and building codes, and government by-laws/regulations including applicable health and safety regulations;
- Provides effective supervision of Maintenance Services staff as per the Collective Agreement;
- In conjunction with other HRCE departments, , develops plans, policies, and procedures for emergency measures;
- Provides support and feedback to principals and school administration for acquiring services, information and/or coordination of projects related to regulatory issues at the site;
- Meets with other Departments, School Administration, JOHSC, SAC, community and other groups/committees to provide input and department representation when required;
- Maintains appropriate records and documentation including building history, work orders, preventive maintenance routines, manuals, material requisitions, scope of work, project status, and investigative and monthly reports;
- Investigates, responds to and reports on issues regarding regulatory components of building operation;
- Perform other related managerial or supervisory duties as required.
