MINIMUM FORMAL EDUCATION/TRAINING:
- Bachelor of Science degree in Computer Engineering, Computer Science, Information Technology, or a related field, or equivalent experience is required.
- Project Management Professional (PMP®) or PRINCE2® certification would be an asset.
- Equivalent combination of education and work experience may be considered.
EXPERIENCE:
- Minimum five years of experience working in software design, development, analysis, maintenance and support, with enterprise level and/or critical systems within a university, government, or heritage environment is required.
- Minimum four years’ experience developing custom domain-specific tools with languages such as Python is required.
- Minimum four years’ experience using and administering Linux systems, including deploying software using industry standard tools (e.g. Ansible) is required.
- Minimum four years’ experience transforming, normalizing, and migrating large volumes of data from diverse sources for ingestion into archival databases is required.
- Minimum four years’ experience working with data projects of highly sensitive, personal information is required.
- Experience supervising/leading software development teams utilizing Agile methods (e.g. : Sprint planning, burn downs), including managing code repositories is required.
- Experience utilizing industry standard project management tools (e.g. : JIRA) is required.
- Software development experience creating and maintaining web services is required.
- Software development experience with common web development technologies HTML, CSS, JS, PHP, JSON, SQL, HTTP, and other related technologies is required.
- Experience contributing to open-source code projects is required.
- Experience with test driven development (TDD) and creating automated test scripts and test plans is required.
- Experience working with AI machine learning systems, both open source and proprietary, would be an asset.
- Experience implementing and utilizing DevOps for CI/CD using industry standard tools (e.g. : Git, Maven, Jenkins, Nexus) would be an asset.
- Experience working with GIS systems, both open source and proprietary, would be an asset.
- Experience with statistical analysis and graphical representation of data would be an asset.
- Experience working with Indian Residential School Survivors, Indigenous communities, and academic researchers regarding access to records and information would be an asset.
- Familiarity with Object Oriented methodologies would be an asset.
- Familiarity with cloud computing such as Amazon Web Services, Google Cloud Platform or Microsoft Azure would be an asset.

- Excellent working knowledge of computer systems, security, network and systems administration, databases, and data storage systems is required.
- Experience managing small projects utilizing standard Project Management processes and procedures along with experience with Waterfall and Agile project delivery is required.

- Develops and tests new and/or modified enterprise-level solutions, ensuring they meet client specifications and performance requirements, and are delivered within effort estimates.
- Acts as key resource in managing complex multi-technology GIS (ArcGIS Enterprise) and research software platforms (Student Burial Repository, Student Death Register, and research databases).
- Maintains deep knowledge of the Student Burial Repository, Student Death Register & research database codebases and contributes back to relevant open-source research database projects, or proprietary GIS (ArcGIS Enterprise) user communities.
- Collaborates with vendors on software deployment and data replication.
- Orchestrates data ingestion into the Student Burial Repository, Student Death Register & research databases and maintains batch-processing tools.
- Ensures metadata compliance with NCTR standards and maintains related documentation.
- Manages the NCTR’s code repositories and makes decisions regarding their maintenance.
- Leads development for the Student Burial Repository, Student Death Register & research databases and other initiatives.
- Develops and maintains custom tooling for migrating data between Research and Archives systems.
- Acts as a technical resource to other staff regarding the development of solutions in an SME (subject matter expert) role.
- Creates and/or oversees strategy for Test Plans and Test Scripts for new and revised GIS and research systems. Manages and maintains defect logs for new and revised systems. Coordinates work done by staff to resolve defects.
- Prepares, manages, administers, updates, and maintains the data project plan that clearly and concisely describes the scope, objectives, timelines, and budget.
- Prepares and submits data project change requests as needed to document and control significant changes to the scope, objectives, timelines, and budget of the data project plan.
- Prepares and submits a final data project closure report to document lessons learned, and final data project results.
- Coordinates with the MCP Project Coordinator to ensure that the data project plan is integrated into the overall project plan.
- Maintains the Student Burial Repository, Student Death Register & research database solutions and performs analysis on feasibility of alternate solutions.
- Acts as an expert technical resource to more junior IT staff. Serves as the subject matter expert for GIS (ArcGIS Enterprise) & research database products including other areas of technical specialization.
- Leads quality activities such as requirements, design, code, and testing reviews.
- Confirms feasibility of suggestions/recommendations to improve service delivery and develops project/process improvement plans. Oversees the implementation of approved changes.
- Ensures that process improvements in area(s) of responsibility do not negatively affect other areas within the Research unit or the Archives & Collections unit.
- Regularly reviews current processes and procedures to identify improvement opportunities. Provides technical direction to other staff participating in the development, modification and implementation of new or revised policies, procedures and standards.
- Interviews for new staff in collaboration with management and Human Resources when requested.
- Coordinates the hiring of co-op students with Human Resources.
- Coordinates with MCP Project Coordinator to identify or procure goods and services required to implement the data project plan.
- Provides feedback to senior staff regarding the allocation of staff to meet workload demands.
- Coordinates with U of M IST, vendors, NCTR Research and NCTR Archives & Collections during implementation of vendor supplied systems and upgrades. Ensures work is done effectively and efficiently.
- Initiates the evaluation of new products, provides detailed technical analysis and makes recommendations regarding purchase.
- Develops and maintains positive working relationships with community representatives, external researchers, and vendors; contacts vendors as required and escalates issues as necessary.
- Collaborates with other institutions on technical projects.
- Diagnoses reported problems with systems. Escalates issues to management and/or vendors as appropriate.
- Resolves major incidents escalated from more junior IT staff.
- Leads the identification and implementation of corrective actions for areas of technical specialization.
- Coordinates the evaluation and implementation of patches/upgrades for areas of technical specialization.
- Provides administration support as required within scope of responsibility (such as installation, configuration, tuning, provisioning, de-provisioning, monitoring, etc.).
- Works proactively with software vendors and U of M IST to resolve issues and restore system functionality.
- Adheres to NCTR & U of M IST processes (incident response, request fulfillment, change management, etc.) and ensures requests and incidents are resolved as per agreed upon SLA's.
- Communicates with clients and the NCTR IT Service Desk regarding the status of problem investigation and resolution.
- Oversees database backups and restoration as required by the Research staff with ongoing database maintenance and updates.
- Initiates and conducts reviews of requirements/specifications and/or staff and community requests for new solutions or changes to existing solutions. Writes enterprise-level requirements/specifications.
- Creates estimates of effort and financial impact for the analysis, design, testing and implementation of solutions within scope of responsibility.
- Designs new and/or modified enterprise-level software solutions, ensuring they meet the NCTR Research specifications and performance requirements, and are delivered within effort estimates.
- Analyses requests, evaluates alternative solutions, and provides recommendations to clients, in consultation with the Manager Archives & Collections, Research Manager, Head of Archives, IT Program Manager and UM IST.
- Develops and/or reviews documentation related to solution analysis and design and makes recommendations to senior members of the team.
- Brokers conversations with software vendors, and U of M stakeholders (e.g., IST, software vendors, Access and Privacy Office, etc.), in consultation with Managers.
- Plans the work for the design, development, and testing of new and/or modified solutions.
- Oversees design and development efforts (within a technical specification) to ensure that initiatives are completed accurately, on time, and address impacts on other systems/areas.
- Maintains and updates professional skills and knowledge, and integrates into the work environment new knowledge acquired through continuing education and professional development opportunities.
- Takes courses, seminars, or attends conferences, as needed and when available.
- Uses available resources such as books, on-line courses and test environments to self-learn as required. Continuing development in tools and processes is an important aspect of this position.
- Develops procedures and user manuals for the NCTR Research’s digital environments.
- Maintains up to date files and tracking documents to clearly demonstrate activities underway and in development.
- Ensures software and operating systems are maintained and upgrades implemented.
- Other duties as assigned.
