ABOUT THE POSITION
We are currently looking for one (1) Financial Analyst, Training Investment for a permanent, full-time role.
The Financial Analyst, Training Investment is responsible for coordinating the training investment budget, financial analysis, reporting, and annual funding planning process for the public post-secondary institutes, non-public training providers, and for supporting SkilledTradesBC funding decisions related to the delivery of trades training. The Analyst is responsible to ensure timely distribution and tracking of payments for community-based programs, and partner with the Finance team on funding processes, reconciliation, and forecasting. They also work with the Strategy & Performance Team in the use of SkilledTradesBC data to support training investment decisions, resource planning, and program design discussions.
RESPONSIBILITIES/ACCOUNTABILITIES
FUNDING & PROGRAM MANAGEMENT
General:
- Coordinate the full-cycle funding and budget process for training investment activities
- Analyze funding requests and provider submissions to assess proposed programs, seat volumes, intake schedules, and cost per seat to SkilledTradesBC in accordance with the funding framework
- Review, analyze and monitor provider submissions and ongoing delivery against approved funding, projected demand, and budget utilization to ensure SkilledTradesBC investments are fully used and accurately tracked
- Support training providers with current and historical funding, budget, and payment information to inform planning and decision-making
- Track and participate in the review of additional funding requests, including analysis financial impact and alignment with approved investment priorities
- Assess and report on public and non-public training provider performance against metrics defined by the system's performance management framework and funding agreements
- Review and report on historical trends, future demand data, regional pressures, training strategies and industry input to support investment planning and budget decisions
- Prepare ad hoc financial and investment reports for government, program and strategy changes, special projects, industry, training providers, and other stakeholders, and support related reporting requirements as needed
- Provide analysis to support the review of current funding agreements, cost drivers, and funding models, and contribute to the development or refinement of SkilledTradesBC’s funding framework
- Proactively participate in calls, meetings and campus visits with public and non-public training providers to identify solutions to funding, payment, utilization, and delivery issues, and to maintain strategic relationships with training partners
- Work with external data partners and trades administrators (e.g. STTC) to improve the quality, consistency, and usability of trades training and funding data, reporting, and reconciliation processes
- Proactively inform leadership of significant trends, risks, and issues affecting funding utilization, budget pressures, and demand and supply for trades training seats
Public Training Providers:
- Conduct reconciliation processes comparing approved funding, planned delivery, and actual results throughout the fiscal year, and provide analysis and recommendations to support funding payment adjustments where appropriate
- Prepare and provide financial information required to calculate and generate monthly payments to training providers
Non-public Training Providers:
- Lead or support invoice processing of non-public training providers in alignment with approved funding, supporting documentation, and student payment eligibility requirements
- Provide financial and funding information to support the development and maintenance of Master Services Agreements
PROJECT MANAGEMENT & SUPPORT
Project Management:
- Lead Training Investment projects related to funding oversight, financial reporting, forecasting, and investment analysis, managing scope, timelines, and deliverables throughout the process
- Use SkilledTradesBC-approved PM methodology, tools and documents to help ensure project success, and to provide visibility and updates to project team members, MLT/SLT/ELT as appropriate
- Liaise and collaborate with team members and other departments to ensure deliverables, reporting requirements, and project timelines are met
- Focus and lead projects that introduce new and improved financial reporting approaches to organize, analyze and visualize funding information that is timely, intuitive and accessible to end-users and leadership
Project & Program Support:
- Conduct analysis and provide expertise to project teams regarding training investment, financial impacts to training providers or SkilledTradesBC, and implications of project or program decisions
- Support the assessment of funding needs, financial viability, and budget alignment to ensure project outcomes address identified problems
- Conduct data analysis and provide departmental insight on the financial impacts, cost implications, and trade-offs of adopting and implementing various training delivery funding options
- Support the design of reports/dashboards for relevant stakeholders
DEPARTMENT FINANCIAL MANAGEMENT
- Provide guidance and input to the department’s annual budget submission
- Review monthly spending to ensure costs are accurately captured and reported as they occur
- Update annual spending forecasts; communicate changes with Finance department to ensure accurate budget projections
- Actively participate in audit, forecasting, and financial review activities by preparing reports on budgets, spending commitments, and projected overages or shortfalls to identify areas requiring adjustments throughout the year
- Support Finance Department’s year-end processes through accrual estimation, reconciliation of training provider payments, and identification of outstanding costs
EDUCATION/EXPERIENCE
- Post-secondary degree in Business or a related field, or an equivalent combination of education, training, and experience is required
- A Certified Business Analyst or Accounting Designation is required
- Proven accounting experience with a strong understanding of financial concepts including accruals and forecasting
- 3 years’ experience in a detailed and complex business or financial analysis role
- Ability to work with large amounts of data and conduct financial analysis to create reports and summaries that effectively communicate information
- Excellent organizational and project management skills, with ability to lead multiple tasks with competing priorities
- Experience working within the trades training system and/or the public post-secondary education system would be an asset
- Previous experience within public sector, public education or trades training environment is preferred
- Advanced proficiency in Excel, with data analysis skills
- Keen attention to detail
COMPENSATION
Salary Band D: $ 72,898 - $ 98,628
