WORK MODEL: The successful candidate(s) will work onsite 5 days per week at Terrace Building, 9515 – 107 Street, Edmonton, Alberta. Work must be done from within Canada, due to network and data security policies. Standard Hours of work are 08:15 – 16:30 Alberta time.

PROJECT OVERVIEW
Project Name:
Procurement System Modernization – Project Manager
Scope:
Reporting to the Director, 1GX Strategic and Operational Excellence, the Senior Project Manager is responsible for the coordination and completion of IT projects. Oversees all aspects of projects. Sets deadlines, assigns responsibilities, takes minutes, records any risks into the register, and monitors and summarizes the progress of projects. Builds and maintains working relationships with team members, vendors, and other departments involved in the projects. Prepares reports for upper management regarding the status of projects.
The position is responsible for facilitating the decision-making process of executive management.
Decisions need to be made based on the evidence of the situation, not based on theory relating to proposed and ongoing initiatives and projects. Most frequently, these situations do not have “case examples” as reference points and the decision process can be complex and exigent. The position interacts and consults with business clients, internal and external resources, the department’s management structure and other stakeholders as required.
The Government of Alberta (GoA) replaced the legacy IMAGIS ERP Solution (MyAGent) with a new system (1GX) that was planned to reduce manual work, duplication, and help support government teams with data and analytics. 1GX is one of the biggest transformations ever undertaken by the Alberta Public Service (APS). 1GX is a modern Enterprise Resource Planning (ERP) system to manage our many business processes. For this position, the 1GX system is looking to deliver a standardized, cross-ministry procurement capability on the 1GX platform, to improve compliance and efficiency, enable data-driven decisions, maximize bulk purchasing power, and deliver long-term value for Albertans. This transformation spans 5 subjects over 12-months across contract-to-pay, procure-to-pay, and source-to-contract processes.
The position is also looking to support a complex scheduling and complex pay interpretation solution to lead the delivery on behalf of the business (Public Service Commission) and 1GX.
DESCRIPTION OF SERVICES
- Experience in managing a complex Procurement system project spanning over contract-to-pay, procure-to-pay, and source-to-contract processes.
- Experience in managing Complex Human Resources Information System (HRIS) project(s) adhering to the legislated policy and guidelines within Public Sector.
- Experience in Budgeting and Forecasting system projects spanning over the Fiscal Year lifecycle of financial activities preferably in an SAP environment.
- Experience in documenting briefing notes or similar project status reports to the Executive Steering Committees at Ministerial level.
- Proven track record of managing Project Resources efficiently to meet Project goals.
- Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
- Manage project(s) that will document business requirements, design and deliver IT solutions that are compliant with and contribute to the Ministries’ enterprise architecture.
- Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
- Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
- Manage multiple projects, project resources and project governance.
- Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
- Take responsibility for ongoing client satisfaction – manage peer-level client relationships and overcome hurdles to ensure win-win solutions.
- Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
- Work with project sponsors and the project management office to develop a project organization structure with clearly defined roles and responsibilities for all stakeholders.
- Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
- Develop project schedule plans and strategies, estimate resource requirements, develop and monitor work plans and take corrective action for completion of project tasks.
- Provide guidance to project resources in establishing work priorities and prompt delivery of project tasks.
- Develop, as required, related requirements documentation.
- In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
- Provide leadership and assistance to business and project teams that require change management and communication support.
- Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.
MANDATORY SKILLS
– Bachelor degree or diploma in IT, Computer Science, Math or Engineering or equivalent experience. (Yes or No)
– Experience defining project scope and goals in collaboration with business stakeholders. (6 years+)
– Experience developing project deliverables including project charters, business cases, briefing notes, status reports, risk logs, project closures, dashboards. (6 years+)
– Experience in a project management role. (6 years+)
– Experience managing multiple projects concurrently. (6 years+)
DESIRABLE / NICE TO HAVE SKILLS
– Currently active PMP or PGMP Certification as issued by the Project Management Institute or equivalent (attach a copy of the certificate). (Yes or No)
– Ability to learn quickly, problem solve/troubleshoot, work independently and in a team. (Yes or No)
– Ability to manage stress and conflict. (Yes or No)
– Ability to work closely with key stakeholders to communicate progress. (Yes or No)
– Excellent verbal and written communication skills and the ability to interact professionally with a diverse group. (Yes or No)
– Available to lead frequent (daily) face-to-face meetings with clients and technical teams. (Yes or No)
– Experience developing and maintaining positive stakeholder relationships across the organization, including executive level. (4 years+)
– Experience exercising resourcefulness when making recommendations on highly technical or complex business issues without formal guidelines or precedents. (4 years+)
– Experience with various software development methodologies (i.e. agile, waterfall, scrum, Kanban, etc.). (4 years+)
– Experience working as a Project Manager on a large complex custom software application development project (where the software is developed in house for that specific organization) in an environment of similar size and complexity to the Government of Alberta. (4 years+)
– Experience working in an enterprise architect environment. (4 years+)
– Experience working in or for the public sector. (4 years+)
– Senior leadership experience working in the public sector (ideally Canada) with a sound knowledge of its stakeholders, business functions and informational requirements. (4 years+)
– Experience successfully implementing IT solutions in an environment with project resources from across multiple teams or organizations. (4 years+)
