Full job description

Role Overview

Our client is an Ontario public sector organization executing a major IT modernization program within a regulated digital health environment. They are seeking a Senior Project Manager/Leader to drive high-profile, mission-critical projects from concept through close-out.

You will lead cross-functional teams of business analysts, designers, developers, and testers; manage complex multi-channel budgets; and ensure deliverables land on time, on scope, and on budget under formal public-sector gating and project management methodologies.

This is a 16-month contract with the potential for extension. The role is fully onsite — 5 days per week in downtown Toronto.

What You'll Do

Provide project management for high-profile, mission-critical initiatives, ensuring deliverables meet business requirements on time, scope, and budget.

Lead organizational development, strategy, business planning, and funding requests; interact with senior stakeholders and external partners.

Build and maintain integrated project management plans (IPP); manage schedules, variance analysis, critical path, and slippage reporting.

Develop and manage complex project budgets across multiple funding channels with strong fiscal control and accountability.

Identify team members across disciplines, clarify roles, and resolve resourcing and interpersonal conflicts.

Proactively identify risks and issues; articulate and prioritize them at executive levels and recommend mitigation strategies.

Review change requests, prepare change-control reporting, and adjust the integrated plan accordingly.

Prepare business transformation and adoption plans and knowledge-transfer documentation.

Establish and participate in steering committees and stakeholder forums; deliver portfolio reporting to senior executives.

Promote and adhere to public-sector I&IT standards, unified project methodology, and gating processes.

What We're Looking For

10+ years of project management experience leading complex, mission-critical IT and business-transformation initiatives.

10+ years designing, implementing, and integrating web-based applications and/or cloud micro-services using full-stack Java and/or Microsoft .NET.

7+ years of Agile delivery — backlog management, sprint planning, velocity tracking, retrospectives (Scrum Master certification preferred).

Hands-on with PM tooling: MS Project, Planview, Jira, or Azure DevOps.

Cloud delivery experience (Azure, OpenShift, Kubernetes, Docker) and enterprise app servers (Red Hat, IBM WAS, IBM Cloud Pak).

PMP designation strongly preferred.

Experience delivering large, complex IT projects in public-sector or regulated healthcare environments (strong asset).

Knowledge of Digital Health standards (HL7 FHIR) and privacy legislation (FIPPA, MFIPPA, PHIPA) — an asset.

Excellent communication, facilitation, and negotiation skills; comfortable presenting to senior executives.

Team player with a proven track record of meeting strict deadlines in complex delivery environments.

Full-time, 40 hrs/week (7.25 hrs/day on site)
