Our Strategy Office is seeking two (2) Senior Managers, Organizational Strategy — one (1) 12-month contract opportunity and one (1) permanent full-time position.
This role supports all aspects of the Strategy team’s mandate, including Strategy Development & Business Planning, Advisory & Projects, and Market Intelligence. The successful candidate will play a key role in supporting the organization’s strategic planning cycle, contributing to the development of long-term organizational strategies and annual business plans.
The Senior Manager will also support divisional business performance reporting and the preparation of Board and Committee materials. In addition, the role is responsible for monitoring industry and market trends, identifying key insights, and collaborating with cross-functional teams to assess new business opportunities and address strategic business challenges. This includes conducting research and analysis, developing actionable insights, and providing strategic recommendations to support organizational decision-making.
In-Office Requirement – NON-HR : This role is an in‑office position based at our 97 Front Street Office location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization.
What will I be doing?
Leading the development and ongoing maintenance of the Metrolinx strategic roadmap ensuring alignment to governance and project and program developments, as well as the strategic plan. This includes translating strategic priorities into clear initiatives, roadmaps, and measurable outcomes.
Contribute to the implementation of the Metrolinx annual and transformation plans including tracking against the organization’s mission, vision, outcomes and objectives/KPIs.
Develops workshop plans and materials to lead and facilitate the development of cross-functional strategic outcomes and plans.
Develops high-quality content and deliverables for presentations and reports to be shared at multiple levels of the business and/or externally, including, Senior Management Team, various Board committees, and the full Board of Directors.
Investigates new business opportunities and acts as an internal consultant to the business on key strategic initiatives, providing strategic thinking, structure, analysis and recommendations and developing business cases.
Conducts external scans of global peers comparable to Metrolinx, industry trends and key topics such as ESG, identifying relevant insights and opportunities; works with team members to regularly monitor and distribute market intelligence.
Responsible for the developing governance and structure around the reporting of corporate and divisional KPIs to ensure monitoring and controls against Metrolinx strategic objectives.
Supports the development of business cases, operating plans, and defines Key Performance Indicators (KPIs) for services; specifies and applies performance monitoring and reporting tools.
Develops a thorough understanding of organizational goals, practices and processes to identify linkages and cross functional dependencies in the development of enterprise-wide objectives and outcomes.
Translates high-level, conceptual business strategies and objectives into user-requirements to guide transformation development activities.
Investigates business office functions and processes and proposes improvements to business leaders to automate business functions and make best use of technology to improve effectiveness and customer-service experience.
Influences decisions by recommending best solutions for business needs and identifying areas of waste or duplication.
Leads or supports the refinement of operating models and organizational effectiveness to support the future of the business.
Engages with the Ministry of Transportation on strategic priorities, ad-hoc projects and performance reporting.
What Skills and Qualifications Do I Need?
Completion of a degree in Business Administration or a related discipline – or a combination of education, training and experience deemed equivalent; MBA is an asset.
Demonstrated relevant experience/training including at least five (5) years in corporate/internal strategy and/or consulting; preferably in one of the following fields: public sector, transit, other infrastructure or customer experience
Ability to communicate abstract ideas clearly and independently manage complex project objectives.
High degree of experience in strategy development methodologies, frameworks and best practices.
High degree of experience in operating model design, organizational design or strategic planning
Knowledge of project management principles and practices, including budget and schedule controls, to coordinate cross functional teams and consultants engaged in simultaneous projects (e.g., development, project progress, related staff and project resources) and monitor project activities for adherence to timelines, budgets, and project performance objectives.
Analytical skills to analyze data, corporate business performance and recommend improvements.
MS Office Suite (Outlook, Excel, PowerPoint, etc.) with advanced Excel skills to identify and resolve formula issues.
Interpersonal and oral/written/presentation communication skills to interact with groups across the organization
Exposure to senior leaders and C-Suite stakeholders, and executive-level communication, including compelling storytelling through effective materials development.
