Intent of the process
There is currently a staffing need to fill two or more temporary positions, with an English Essential language profile with a Reliability or Secret security clearance.
This process could be used to establish a pool of partially qualified candidates and could be used to fill similar positions within Service, Digital and Delivery Integration Sector and the Technology and Security Services Sector of Immigration, Refugees and Citizenship Canada (IRCC) with various official language proficiencies (English Essential, English or French Essential, Bilingual Imperative BBB/BBB), with various security profiles (Reliability status, Secret) using various staffing mechanisms (Term appointment, Acting appointment, Deployment (Term Deployment), Assignment, Secondment).

To avoid situations of conflict of interest and conflict of duties with the goal of upholding the values and ethics of the public sector and the public interest, applicants providing immigration consulting services (both registered and unregistered, paid and/or unpaid), would be required to recuse themselves from these duties for the duration of their employment, should they be appointed to a position within Immigration, Refugees and Citizenship Canada (IRCC). Moreover, prospective appointees who are Regulated Canadian Immigration Consultants (RCICs) would be required to resign from the College of Immigration and Citizenship Consultants. Of note, a “leave of absence” from the College does not meet IRCC’s requirement in the matter.

EDUCATION

ED1. Graduation from a two-year program of study from a recognized post-secondary institution with acceptable specialization in computer science, information technology, information management or another specialty relevant to the position to be staffed.
Note:
1. Indeterminate incumbents in the IT group on December 9, 2021 who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
2. Indeterminate incumbents of positions in the CS group on May 10, 1999, who do not possess the education prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever this standard is called for when staffing positions in the IT group.
3. At the manager’s discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum education stated above. Whenever the minimum education is met using this alternative, it is met for the specific position only and must be re-assessed for other positions for which this alternative has been specified by the manager.

EXPERIENCE
Stream 1 only (Salesforce Developer):
EX1. Experience programming with popular web technologies (example: Angular, React, Vue, other Java frameworks, etc.) or programming with Salesforce (example: Lighting Web Component, Omni, etc.) in a professional environment.
Stream 2 only (Integration Developer):
EX2. Experience working with Java programming, Apache Camel or Spring Boot/Spring Framework in a professional environment.
