Please note: PBC Solutions is Headquartered in Saanichton, BC (a suburb of Victoria) and also has offices in Burnaby. We operate in a hybrid in-person and virtual environment and the successful candidate must be based on southern Vancouver Island (preferred) or in the Lower Mainland, with regular office presence required.

Since the spring of 2023, PBC Solutions administers and leads the transformation and digitization of Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs. In the future, the business will expand to additional public and private client work.
Position Summary:
Reporting to the Director, Data Analytics & Reporting, the Senior BI Developer / BI Team Lead leads a development team for execution of the reporting strategy. They have a strong understanding of key BI technologies (end-to-end data warehouse stack) and provide summary analysis and recommendations for leadership. The Senior BI Developer / BI Team Lead monitors and manages delivery to align with business goals and architectural standards, and drives the solution forward based on leadership direction, technical constraints and developer input. The incumbent is a strong team player and is a coach and mentor for the analytics & reporting team.
Key Accountabilities:
- Works closely with stakeholders to understand business requirements and translate those into informative, visually appealing and simple to use reporting products.
- Leads a Business Intelligence (BI) team, including data analysts, quality assurance analysts, BI developers and ETL developers.
- Designs, delivers and maintains high-quality Power BI reports and dashboards.
- Accountable for Power BI mentorship for reusability, technical efficiencies and dashboard design.
- Performs operational troubleshooting to resolve disruptions to reporting service, for data refreshes and Power BI platform problems.
- Develops development standards and best practices. Performs quality assurance checks.
- Leads Power BI governance, through use of workspaces, appropriate security models and a managed self-service report authoring approach.
- Works with the privacy and security teams to ensure that reporting solutions adhere to privacy and security policies.
- Responds to work requests. Provides estimates to support timelines and stated deliverables.
- Works closely with the data services team (application support) to resolve data warehouse reporting issues or enhancements to currently published database data sets.
- Provides architectural leadership for the modernization of a large and complex Oracle reporting environment.
- Develops and presents options, plans and roadmaps to senior management teams.
- Participates, as BI team lead, in transformation activities to identify, detail and prioritize reporting and analytics agile epics and features. Promotes data as an asset and other strategic reporting goals.
- Works using the SAFe agile development methodology. This includes acting as Scrum Master for the Data Analytics & Reporting team.
- Participates in the Architectural Council as a BI solution architect and working group meetings to provide expert level input for reporting and analytics business needs.
- Participates in client governance meetings to bring forward analytics issues and respond to data access inquiries.
- Ensures BI solutions adhere to data governance processes, participates in data governance initiatives and provides expert level input for the impact & considerations to reporting.
- Leads the technical implementation of the Power BI Service (SaaS) in a secure technical ecosystem. Acts as Fabric Administrator for the overall solution deployment.
- Other duties as required.
Required Education and Experience:
- University undergraduate degree in a related discipline, such as Computer Science or a related field.
- Minimum of 7 years of industry experience in BI.
- Minimum 5 years of experience with the Power BI platform, in senior roles.
- Minimum 2 years of experience leading teams.
- Experience leading the modernization of legacy reporting solution for a medium to large sized organization
- Experience supporting a Microsoft Power BI SaaS implementation, including Microsoft data gateways for data refreshes.
- Experience leading development teams for the deployment of Microsoft Power BI reports in a secure corporate environment.
- Oracle database experience, especially querying large data volumes, for the purposes of data extraction and reporting
- Previous experience participating in Data Governance initiatives, such as master data management or data quality initiatives
- A combination of equivalent education and experience may be considered.
Preferred Qualifications:
- Agile development experience is considered an asset.
- Healthcare and/or Health Insurance experience is considered an asset.
- Power Query (M) skills are considered an asset.
- Fabric Admin experience is considered an asset.
- Provincial or Federal Government experience will be considered an asset.
Knowledge, Skills, and Abilities:
- Data analysis process, approach and design.
- Ability to translate complex business requirements into functional requirements.
- Ability to propose technical solutions that best fit needs within the required timeframes and budget.
- SQL Language (ANSI-92).
- Ability to mentor others and provide expert level performance tuning for queries on large volume databases
- Expert level understanding of Microsoft Power BI concepts, product architecture and vendor roadmap.
- Strong Power BI DAX language skills.
- Understanding of Azure and Fabric data platform.
- Ability to administer a medium scale Microsoft Power BI environment, including the workspace, security and Power BI deployment pipelines.
- Physical data modelling concepts, including operational system 3NF and Kimball dimensional modelling.
- Understanding of ETL jobs and processes, ETL design concepts and data processing pipelines.
- Clear understanding of data warehouse concepts and design, including both on-premise and Cloud based solutions.

We offer market competitive total compensation, including an annual incentive bonus plan and market-based salaries. The base salary range for this position is $82,300 – $123,500 annually. Placement in the salary range will be determined by the level of experience and expertise based on corporate guidelines, with the goal to ensure market competitiveness and internal equity.
