Position Summary
Reporting to the Executive Director, Corporate Services, the Manager, People and Culture provides strategic leadership and expert advice to County leaders and employees in the areas of human resources, learning and organizational development, and health and safety. The role advances organizational effectiveness, enhances the employee experience, and ensures people practices align with County priorities.
The Manager is responsible for implementing the Human Resources mandate, People Strategy, and related action plans, while supporting management’s accountability under employment, labour, and occupational health and safety legislation, collective agreements, and County policies. This role requires a balance of strategic leadership, sound judgment, and operational strength.
As leader of the People and Culture team, the Manager guides organizational change initiatives involving culture, process improvement, talent development, and new technology adoption. The ideal candidate is a collaborative and consultative leader with strong expertise in employee and labour relations, a practical talent management approach, and the ability to facilitate, mediate, and negotiate effectively in complex environments.
Core Accountabilities
- Promote, build and support employee professional development, expertise, performance, on-boarding, and succession planning.
- Provide expertise and leadership in the review, updating, and implementation of personnel and Health and Safety policies, procedures, and guidelines aligned with the County policy framework.
- Facilitate continuous quality improvement, changes and responsiveness to service fluctuations.
- Display a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to employees, business and residents of Rocky View County.
- Ensure supervisors have a clear understanding of their role and responsibilities relating to RVC’s health and safety program and the Alberta OHS Act, Regulation and Code.
Employee/Labour Relations
- Develop, position and implement management strategies to align RVC’s workforce.
- Lead negotiations and arbitration hearings, guiding external counsel and advisors.
- Direct a team of HR Advisors on day-to-day employee and business unit matters.
- Oversee the education, administration and interpretation of collective agreements and RVC personnel policies and procedures.
Talent Management
- Oversee the County’s recruitment and onboarding processes.
- Oversee the identification of employee, management and department team development needs and the creation of development and learning opportunities.
- Provide advice, support, and tools for succession planning and career path processes.
- Oversee the County’s Ability Management Policy, programs and providers
Total Compensation
- Research, review, and report on compensation, benefit, reward and recognition practices in municipal and public sectors to ensure RVC is competitive in the marketplace.
- Participate in benefit audits and implementation of changes to the benefit programs.
- Ensure that job classification systems reflect labour market standards and match organizational and departmental objectives.
- Recommend, communicate and implement a strong compensation philosophy.
- Provide guidance and oversight to the County’s reward and recognition programs.
Health and Safety
- Provide advice, coaching and oversight to the County Health and Safety staff, committees and program to ensure worker compliance with safety policy, procedures and legislation.
Department Management | Leadership
- Responsible for developing a department business plan aligned with the corporate business plan, Council’s strategic plan, and the People Strategy, and reporting as required.
- Establish and maintain a high level of employee performance within the People & Culture team through effective recruitment and selection, engagement, mentoring, performance management and discipline.
- Manage operational area with an emphasis on efficiency, accuracy, quality and safety to ensure a superior level of customer service.
- Plan, develop, organize, implement, evaluate, and direct the activities of the department, ensuring the fulfillment of project assignments within budget, with quality, and on schedule.
- Set priorities and department workflow, providing each subordinate with achievable goals and resources.
- Participate in all short- and long-term financial planning processes, ensuring continued improvement in all facets of the Department’s financial affairs.
Position Requirements
Completion of a minimum of 10 years in a related field along with a minimum 5 years of experience in a complex union environment.
A post-secondary degree in Human Resources, Business, Industrial Relations or related field and Chartered Professional in Human Resources (CPHR) designation are required.
- Skilled in developing strategic, tactical and systematic solutions to challenges.
- Extensive knowledge in employee and labour relations, HR policy development, employment legislation and regulations, and Talent Management best practices.
- Skilled in applying policies and practices in a pragmatic and effective manner.
- Strong business management and collaborative leadership skills.
- Experience leading successful change management programs.
- Demonstrated ability to build and maintain effective interpersonal relationships.
- Proven ability to inspire the best in others through mentoring and coaching.
- Strengths in communication (written and verbal), problem solving and decision making.
- Skilled in facilitation, mediation and negotiation.
- Ability to handle sensitive matters with tact and discretion.
- Experience with budget preparation and management.
- Demonstrated superior customer service skills to both internal and external customers.
