Reporting to the Vice President, Finance, we are looking for a dynamic individual to join our team as a Payroll Specialist. This is a standalone role responsible for the accurate and timely administration of all aspects of payroll for the organization. The Payroll Specialist oversees full-cycle payroll processing, payroll reconciliations, statutory remittances, reporting, and year-end activities, while ensuring compliance with applicable legislation, organizational policies, and reporting requirements and serves as a subject matter expert for payroll-related inquiries for employees and managers.
Responsibilities include but not limited to:
- End-to-end ownership of accurate payroll processing via ADP Workforce Now, including the ownership of proper journal entries for the Accounting System (Sage) general ledger and accurate allocation of expenses to various departments;
- Preparation of any other applicable journal entries for reallocations or accruals for payroll;
- Performs monthly payroll‑related variance analysis for the Vice President, Finance, including comparing results to budget or forecast and highlighting key drivers, anomalies, and changes requiring leadership attention;
- Assisting Managers and staff with inquiries related to payroll;
- Monthly reconciliation, remittance and filing of Source Deductions, Employer Health Tax (EHT) and Workplace Safety and Insurance Board (WSIB) as well as annual reconciliation, preparation and filing of annual returns;
- Prepares and files Records of Employment with Service Canada and Preparation of letters of employment for staff;
- End to end ownership of Year-End process, including T4/T4A reconciliation, preparation and filing with Service Canada;
- Prepares T2200’s for applicable staff;
- Group Benefit Plan and Health Spending Account/Wellness Spending Account Administration, reconciles monthly billings and prepares monthly remittances;
- Group Pension and Registered Retirement Savings Plan (RRSP) Administration, provides monthly remittance reports, prepares remittance for monthly Electronic Funds Transfer (EFT), and completes annual Financial Services Regulatory Authority of Ontario (FSRA) reporting requirements;
- Completes payroll-related surveys and reporting requirements for the Ministry of Health, including annual reporting for the Public Sector Salary Disclosure;
- Maintains and produces monthly Full Time Equivalency (FTE) reporting for department managers, including value-added analysis regarding changes in FTE;
- Supports Quarterly Forecasting and Annual Budgeting efforts for Salaries, Wages and Benefit costs;
- Supports Quarterly Ministry Reporting Requirements for Hours and FTEs;
- Reports as needed, Records of Employment, Garnishments, etc.
Qualifications required:
- Payroll Compliance Professional (PCP) designation is required
- Three (3) years of experience in payroll management
- Post secondary education in Finance, Business, or a related field is an asset
- Payroll Leadership Professional (PLP) is an asset
- Demonstrated experience managing full-cycle, end-to-end payroll processing
- Experience working with ADP Workforce Now
- Strong knowledge of the Employment Standards Act regarding payroll and benefits
- Knowledge of not-for-profit and charitable organization accounting and reporting requirements
- Experience working with Alayacare is an asset
- Advanced experience with Excel
- Strong written and verbal communication skills
- Excellent organization and interpersonal skills
- Exceptional attention to detail and accuracy
- Ability to work independently while also contributing collaboratively within a team environment
- Sensitivity to the needs of the vulnerable population with disabilities, including challenges in cognition
- Clear Vulnerable Sector Police Check
- Must work in a safe manner and promote the health and safety of all staff, volunteers, clients and the community as outlined within CCD policies
Compensation and Benefits: $80,000 annually;
- Three (3) weeks’ vacation per year of work (pro-rated to hours worked);
- Six (6) paid sick days per year of work (pro-rated to hours worked);
- Nine (9) paid (including stat) holidays;
- Three (3) float days (when eligible);
- Health, dental, life insurance, and pension benefits when eligible.
Work Location: Whitby, ON
*Subject to change, CCD staff may be required to work anywhere throughout the Durham Region
Hours of Work: Monday to Friday, 8:30am – 4:30pm (35 hours/per week)
