Phoenix Industrial Group is seeking an experienced Estimating Manager to lead our estimating function supporting heavy industrial fabrication, modularization, maintenance and field construction opportunities.
We're looking for a hands-on estimating leader with a strong foundation in heavy industrial construction and fabrication who understands how complex, multidisciplinary work is scoped, priced, challenged and ultimately executed.
The ideal candidate brings extensive estimating experience across mechanical, piping and structural scopes, with the ability to lead multidisciplinary bids involving fabrication, modularization, field construction and subcontracted work. Electrical and instrumentation estimating experience is considered an asset.
Experience working with or bidding work for major oil and gas owners and operators such as Cenovus, Canadian Natural Resources (CNRL), Imperial Oil (IOL), Suncor, or similar organizations is highly valued.
This isn't a role focused solely on managing the estimating department. You'll remain close to the work, reviewing and challenging estimates, identifying gaps and risk, guiding bid strategy and ensuring our estimates reflect how the work will actually be fabricated and constructed.

What You'll Do
Lead the Estimating Function
- Lead, mentor and develop a team of estimators while maintaining accountability for estimate quality, accuracy and deadlines
- Lead multiple concurrent RFQs, RFPs, budgetary estimates and negotiated opportunities
- Establish bid priorities, schedules, responsibilities and deliverables
- Review and challenge estimates prepared by the team for completeness, accuracy, constructability and commercial risk
- Lead multidisciplinary bid teams and coordinate input from operations, fabrication, procurement, project management, quality, safety and senior leadership
- Support opportunity evaluation, bid strategy and bid/no-bid decisions
- Maintain and continuously improve estimating standards, processes, templates, historical cost data and productivity information
Develop & Review Multidisciplinary Industrial Estimates
Lead and review estimates involving scopes such as:
- Process piping and pipe fabrication
- Structural steel fabrication
- Pipe racks, skids and process/equipment modules
- Mechanical equipment installation
- Field construction
- Brownfield construction, maintenance and turnaround work
- Electrical and instrumentation
- Specialty subcontracted services
Review client scopes of work, drawings, specifications, P&IDs, line lists, data sheets, bills of material, models, schedules and commercial requirements to establish a complete understanding of the work.
Develop and review:
- Quantity and material takeoffs
- Workforce hours and crew compositions
- Labour productivity and execution assumptions
- Material and equipment pricing
- Indirect costs
- Supplier and subcontractor pricing
- Escalation and contingency
- Risk allowances
- Basis of Estimate (BOE) documentation
- Assumptions, clarifications, qualifications, inclusions and exclusions
Build Strong, Executable Bids
- Break tender packages into appropriate self-perform, supplier and subcontractor scopes
- Develop supplier and subcontractor RFQ packages and obtain competitive pricing
- Review and level quotations for scope gaps, overlaps, qualifications and overall value
- Apply an understanding of shop fabrication versus field construction productivity and execution
- Evaluate constructability, sequencing, logistics, workforce requirements and site-specific conditions
- Ensure estimating assumptions and execution strategies align with how Phoenix will actually fabricate and construct the work
- Lead internal estimate reviews and support final bid submissions
- Support commercial clarifications, negotiations and post-bid discussions with clients
- Participate in site visits, tender meetings and project kick-offs as required
Improve How We Estimate
- Complete estimate-to-actual reviews and incorporate lessons learned into future bids
- Use historical productivity and cost data to improve estimate quality
- Identify opportunities to strengthen estimating processes, tools and standards
- Develop junior and intermediate estimators and build technical capability across the team
- Work closely with operations and project teams to continuously improve the transition from estimate to execution
What We're Looking For
- 7 to 10+ years of progressively responsible estimating experience within heavy industrial construction, fabrication, mechanical contracting or a closely related environment
- Extensive estimating experience involving mechanical, piping and/or structural fabrication and construction
- Strong experience with multidisciplinary industrial bids involving fabrication, modularization and field construction
- Experience working with or bidding work for major oil and gas producers/operators such as Cenovus, CNRL, Imperial Oil, Suncor, or comparable clients
- Previous experience leading estimators, multidisciplinary bid teams or an estimating function
- Strong understanding of both shop fabrication and field construction productivity and execution
- Experience estimating self-performed work as well as supplier and subcontracted scopes
- Strong understanding of industrial construction methods, sequencing, constructability, logistics and workforce planning
- Ability to interpret P&IDs, piping isometrics, general arrangements, structural drawings, equipment drawings, line lists, specifications and 3D models
- Experience with lump sum, unit-rate, T&M, cost-reimbursable and budgetary estimates
- Strong understanding of BOEs, commercial clarifications, risk, contingency, change management and subcontractor bid leveling
- Advanced Microsoft Excel skills and experience with industrial estimating, scheduling and model-review software
- Experience with Primavera P6, SmartPlant, Navisworks, Bluebeam or similar systems is considered an asset
- Electrical and instrumentation estimating experience is considered an asset
- Journeyperson trade certification, engineering degree, engineering technology diploma or equivalent industry experience is preferred
The Right Fit
We're looking for an Estimating Manager who is technically credible and comfortable staying involved in the details.
You don't need to be the technical expert in every discipline we perform. You do need enough heavy industrial fabrication and construction knowledge to recognize missing scope, challenge labour and productivity assumptions, identify risk and provide meaningful direction to the estimating team.
The right person combines strong estimating discipline with practical construction knowledge, commercial awareness and the ability to develop others.

- Pre-access drug and alcohol testing
- Valid driver's licence and driver's abstract
- Background screening and other client-required assessments
- CSTS 2020 and WHMIS 2015 certification
- Occasional travel to client and project sites for site reviews, tender meetings and project kick-offs
