The City of Orillia is hiring a
Treatment Operator (12-Month Contract)

The City of Orillia is less than 90 minutes from the Greater Toronto Area. Even though growth and progress have been strong in recent years, the Sunshine City has worked hard to retain the small-town charm that has captivated generations. The quality of life is unbeatable in this city surrounded by two lakes, where outdoor pursuits are available in all seasons and are enjoyed by both visitors and residents.

The City of Orillia is currently seeking a highly motivated individual to fill the position of Treatment Operator for a 12-month contract.

The City does not use artificial intelligence in the hiring process. All job applications are reviewed personally by the appropriate Department/Division. This position is for an existing vacancy.

Reporting to the Manager of Water Treatment and the Manager of Wastewater and Pumping Stations, the Treatment Operator is responsible for the operation and maintenance of the Water Filtration and Wastewater Treatment Plants including wells, reservoirs and pumping stations in accordance with all applicable Regulations. The position is on an on-call rotation.

Candidates must possess a post-secondary diploma in a related field, a minimum OIT Certificate (with Entry Level Course) required for hiring. MECP Class IV Wastewater Treatment Licence, Class II Wastewater Collection Licence, Class II Water Treatment, and Class III Water Distribution and Supply Certificate preferred.

The City of Orillia offers a competitive wage and registration with the OMERS pension plan. The wage range for this position is $31.25 to $34.89 per hour based on a 40-hour work week, pursuant to the wage schedule for IBEW – Environment and Infrastructure Services employees.

Conduct laboratory testing to ensure water and wastewater quality and chemical optimization occurs.
Test, record and monitor all Water Treatment and Distribution and Wastewater sampling as required to ensure compliance with Regulations.
Assist with the operation and maintenance of the water meter and backflow prevention programs including installation, troubleshooting, repairs, programming and reading of water meters and associated appurtenances.
Assist with Collection/Distribution functions as required.
Monitor facility processes and equipment by data collection, instrumentation, alarm system, and observation to ensure the plant feedback meets current standards.
On-call and standby duties for Water Filtration and Wastewater Treatment as required (30-minute response for on-call/standby duties).
Perform all manufacturer recommended maintenance requirements for all treatment process equipment, including pumps, valves and machinery, monitor and document the performance of each piece of equipment to ensure reliable operation.
Other duties as assigned.

Work in accordance of all City policies, Occupational Health and Safety Act, Safe Drinking Water Act, Ministry of the Environment, Conservation and Parks (MECP) and Ministry of Labour guidelines.

Human Resources

Attend training seminars as provided by the City.
Attain Certificates and Licenses to meet Subsystem and Facility classifications according to Schedule “A” – Special Qualifications, as provided in the IBEW Collective Agreement.

Note: All activities are expected to be performed in a safe manner, in accordance with the Occupational Health and Safety Act and its Regulations, along with Corporate Safety policies, procedures and programs. In addition, all necessary personal protective equipment must be used and maintained in good condition.

Minimum Qualifications

Education (degree/diploma/certifications)

Two-year post-secondary diploma in related field an asset.
Minimum OIT Certificate (with Entry Level Course) required for hiring.
Technical Standards and Safety Authority (TSSA) and Industrial Maintenance Gas Technician (IMT) license an asset.
Water Meter Installer and OWWA Cross Connection Control Specialist Certificates are an asset.

Experience

MECP Class IV Wastewater Treatment License, Class II Wastewater Collection License, Class II Water Treatment, and Class III Water Distribution and Supply Certificate preferred .
First aid, confined space and WHMIS training an asse

Knowledge/Skills/Ability

Strong mechanical aptitude and understanding of tools an asset.
Working knowledge of current City by-laws, ministry standards, and provincial and federal regulations and guidelines related to water and wastewater treatment.
Have a thorough understanding of the Drinking Water Quality Management Standard and Environmental Compliance Approval process.
Excellent communication, interpersonal and judgment skills with the ability to work in a team environment.
Excellent computer skills using MS Office applications including Word, Excel.

Physical Demands

Sitting, standing, or walking. Work is conducted in a standard office environment with continual visual concentration required.
Required to work both inside and outside of the plant, may be exposed to wet, cold and/or humid conditions, fumes or airborne particles, toxic or caustic chemicals. Appropriate protective equipment (PPE) is to be worn when working with or around hazardous chemicals and/or equipment in accordance with the Occupational Health and Safety Act.
Confined space and fall arrest equipment and personal protective equipment (PPE) must be worn as required in accordance with City policies and the Occupational Health and Safety Act
