Program Advisor, Governance and Nation Relations

Permanent

BACKGROUND:

SCO is a growing and dynamic regional First Nation organization that represents 33 Anishinaabe and Dakota Nations and more than 92,000 citizens in what is now southern Manitoba. Established in 1999 by the Chiefs, SCO is mandated as an independent organization to protect, preserve, promote, and enhance First Nation peoples’ inherent rights, languages, customs, and traditions through the application and implementation of the spirit and intent of the Treaty-making process.

OVERVIEW:

Reporting to the Director of Governance and Nation Relations, Health Transformation, this position supports the Health Transformation process of establishing the Southern First Nations Health Authority (SFNHA) and ensures all governance policies, agreements, and processes developed adhere to federal and provincial requirements, reflect Chiefs’ mandates, and are grounded in community priorities.

KEY RESPONSIBILITIES:

· Provides analysis of government and health system policy and legislation to guide development of governance frameworks, bylaws and policies of SFNHA using a First Nations lens

· Ensure accuracy, consistency, confidentiality and cultural relevance of Health Transformation agreements

· Ensure policies and processes are grounded in community priorities and adhere to good governance principles

· Maintain organized and secure records of data, reports, and stakeholder communications

· Coordinate and track deliverables tied to negotiations and agreements

· Support coordination of federal and provincial partners in governance and legislative manners

· Serve as a liaison between internal and external stakeholders and the Health Transformation team

· Collect, validate, analyze, and interpret qualitative and quantitative data related to health program and service delivery from Nations, Elders, Youth, Leadership, and Health Directors to inform document preparation

· Support stakeholder meetings, consultations, and engagement sessions through preparation of materials and summaries, including feedback loops to ensure transparency in processes

· Prepare documents, briefings, and presentations for leadership, including Chiefs’ Health Action Table, the Chiefs’ Executive Committee, the Grand Chief’s Office, or Chief Executive Officer as required

· Identify trends, risks, gaps, and opportunities to inform strategic planning and continuous improvements

EDUCATION AND QUALIFICATIONS:

· Post-secondary education in public administration, political science, Indigenous Studies, or a related field. A master’s degree is an asset. A combination of education and experience may be considered

· Three (3) years of experience in government and/or health policy analysis

· Experience in data analysis, including theming and collating qualitative data, reporting, and program evaluation in health-related areas and/or public-sector environments

· Demonstrated experience working with Indigenous communities or Indigenous-governed organizations

· Knowledge of First Nations governance, First Nations health program delivery, and the impacts of colonization

· Knowledge of social determinants of health and integration of Western and traditional health approaches

· Strong written, verbal, organizational, and analytical skills

· Ability to speak Dakota or Anishinaabe would be considered an asset

OTHER REQUIREMENTS:

· Must provide a current and satisfactory Criminal Record Check with Vulnerable Sector Search

· A valid class 5 MB driver’s license with access to a reliable vehicle for business travel

WAGE RANGE: $75,000 - $95,000 Annually
