Position Highlights
This opportunity is for up to two Full Time Regular P3 Work Program Manager within the Program & Contract Management
(PCM) Distribution Capital Projects team in the Lower Mainland.

We are responsible for delivering more than $80 million in Distribution infrastructure System Improvement Capital projects
annually. The Lower Mainland P team carries a portfolio of approximately 140 projects in various delivery phases, worth a
total of $700M, and growing.

This is not a “set it and forget it” project management role.

We manage a fast-paced portfolio of capital projects in one of the most complex and congested regions in the province.
Work is happening everywhere, priorities shift quickly, and success depends on your ability to stay ahead of issues—not
react to them.

You’ll be responsible for delivering a portfolio of projects while navigating a broad and often competing stakeholder
environment, including municipalities, contractors, design service providers, and internal teams. Strong execution and
relationship management are equally critical to success in this role.

We value autonomy and trust in our team—our PMs are empowered to run their portfolios. At the same time, this role
requires a high level of ownership and accountability to keep delivery on track and proactively address challenges before
they escalate.

What you'll do

You will lead the execution and manage the delivery of a portfolio of projects with an annual capital budget of $10-20
million. As part of the Projects team, you will oversee project work across the Lower Mainland, reporting to the Regional
Team Lead, you will contribute to the success of the projects, PCM, and BC Hydro.

Plan, and execute projects from Definition through construction and close-out, ensuing scope, schedule, cost and risk are

actively managed.

Proactively identify risks to the project KPIs, and manage them to minimize the impact to the project KPIs.

Monitor project progress, including financial health and proactively update the forecast.

Report project progress clearly and effectively, with a strong focus on timely escalation to minimize the impact of emerging

issues.

Communicate effectively with a range of audiences including field crews and leadership

Work closely with external design service providers (ESPs) to keep design progressing and identify opportunities to

accelerate timelines

Manage external construction contractors including oversight of performance, change orders, and schedule adherence

Navigate complex stakeholder environments including municipalities and permitting bodies, and build strong working

relationships across internal and external teams

Contribute to a collaborative team culture

Design deliverables are actively managed
Contractors are aligned, accountable, and performing
Stakeholder challenges are navigated without derailing progress
Forecasting and progress reporting is reliable and trusted
Continuous improvement ideas are brought forward

What you bring

Bachelor’s degree in business, engineering, or a related field. Candidates with alternative skillsets, and/or demonstrating a

combination of education and relevant work experience will be considered.

6+ years of hands-on project management experience leading cross functional teams, medium to high risk projects in

complex stakeholder environment

Proven experience estimating, scheduling and delivering medium - high complex capital projects

Demonstrated understanding of project and program management principles, including various delivery models, and

contracting strategies. Project Management Professional (PMP) certification or equivalent is considered an asset

Demonstrate strong interpersonal skills to communicate effectively, facilitate collaboration, and build productive

relationships with diverse stakeholders, while adapting seamlessly to different audiences

Demonstrated strong planning, organizational, analytical, and problem-solving abilities, with well-developed forecasting

and reporting skills, and a proven execution mindset with consistent follow-through.

Demonstrated ability to anticipate, assess, monitor, and proactively address risks. Investigates and analyses challenging

problems, evaluates risks, and applies innovative solutions.

Excellent oral, written and presentation communication skills with ability to resolve conflicts in a proactive manner.

Strong track record of working closely with design consultants and construction teams to resolve issues and maintain

project alignment.

Consistently applied advanced technical knowledge while maintaining strong awareness of evolving field trends, enabling

informed decision-making and effective problem-solving
