Job Type: Permanent, Full-time

Department: Human Resources

Reports to: Director, Human Resources

Job Summary:

Reporting to the Director of Human Resources, the Human Resources Advisor provides professional HR advice and support across Athabasca Tribal Council (ATC), with a primary focus on supporting Child and Family Services (CFS). The position works closely with leaders and employees to address employee relations, performance management, attendance, workplace accommodations, investigations, recruitment, policy development, and workforce planning.

The HR Advisor develops and maintains HR policies, supports legislative and organizational compliance, promotes fair, consistent, and culturally respectful employment practices. Working collaboratively with CFS leadership and the broader HR team, the position helps ensure HR programs and decisions reflect organizational values, First Nations cultures, protocols and applicable legislation.

The HR Advisor supports a respectful, culturally safe, trauma-informed, and inclusive workplace while balancing employee needs, organizational requirements, and the delivery of effective services to children, youth, families, and communities.

Duties and Responsibilities:

· Provide strategic recruitment and workforce planning support for specialized, difficult-to-fill CFS positions, including recruitment strategies, interviews, candidate assessment, and selection recommendations.

· Provide professional HR advice, coaching, and support to CFS and organizational leaders on employee relations, performance management, attendance, conflict resolution, progressive discipline and workplace accommodations.

· Interpret and apply applicable employment legislation and regulatory requirements, including the Alberta Employment Standards Code, Alberta Human Rights Act, Occupational Health and Safety Act and Workers’ Compensation requirements.

· Develop, review, implement, and maintain HR policies, procedures, guidelines, templates, and tools that support consistent, legally compliant, culturally respectful, and effective employment practices.

· Support workplace investigations, complaints, fact-finding, and resolution processes while maintaining confidentiality, cultural sensitivity, impartiality, procedural fairness, and thorough documentation.

· Build trusted relationships with leaders and employees and provide culturally safe, trauma-informed, and relationship based HR support that recognizes the sensitive and community based nature of services provided to children, youth, families, and Member Nations.

· Partner with hiring leaders to promote First Nations employment, fair and consistent recruitment practices, attraction and retention of qualified candidates.

· Support onboarding, orientation, performance management, employee engagement, retention, succession planning, leadership development, and other employee development initiatives.

· Participate in projects and continuous improvement initiatives that strengthen HR programs, systems, service delivery, and workplace practices.

· Perform other duties and responsibilities as assigned to support organizational objectives.

Qualifications and Skills:

· Bachelor's Degree in Human Resources, Business Administration, or a related discipline.

· Chartered Professional in Human Resources (CPHR) designation, or working toward designation, is preferred.

· Minimum five (5) years of progressive Human Resources experience.

· Demonstrated experience developing and interpreting HR policies and procedures, managing employee relations, performance matters, conducting workplace investigations, applying Alberta employment legislation and HR best practices.

· Experience supporting Indigenous, non-profit, public sector, or Child and Family Services organizations is considered an asset.

· Strong communication, facilitation, coaching, and relationship building skills, with the ability to influence leaders and maintain positive working relationships.

· Excellent judgment, discretion, organizational, analytical, and problem-solving skills, with the ability to manage sensitive and confidential information.

· Proficiency with Microsoft Office applications and Human Resources Information Systems.

· Demonstrated commitment to culturally safe, respectful, and inclusive service delivery.

· Knowledge of First Nations culture, traditions, and values is considered a strong asset.

· Knowledge of Cree and/or Dene is considered an asset.

Requirements:

· Clear Criminal Record with Vulnerable Sector Check.

· Clear Child Intervention Record Check.

· Class 5 License with a clear Drivers Abstract.

· Availability to travel and work outside of business hours when necessary.
