We are currently seeking an experienced URD Foreman – Shallow Utility Construction to join our team in Grande Prairie, Alberta.
This position is ideal for a proven field leader with experience in civil construction, earthworks, underground infrastructure, or a related construction environment. Previous shallow-utility experience is an asset, but it is not required. RAHCAR is prepared to train the right candidate in utility-specific standards, installation practices, and project requirements.

Position Summary
The URD Foreman is responsible for the safe, efficient, and successful execution of shallow-utility construction projects.
The role includes direct supervision of Power Line Technicians, Gas Fusers, Equipment Operators, Labourers, Apprentices, and Subcontractors involved in the installation of electrical, natural gas, communications, street-lighting, and related underground utility infrastructure.
The successful candidate will bring proven crew leadership, construction planning, production management, and field coordination experience. RAHCAR will provide training and support to develop the utility-specific knowledge required for the role.
The Foreman is accountable for daily planning, crew coordination, productivity, quality, safety, documentation, and client communication.
Key ResponsibilitiesField Leadership and Crew Supervision
- Lead, supervise, and mentor crews consisting of Power Line Technicians, Apprentices, Gas Fusers, Equipment Operators, Labourers, and Subcontractors.
- Assign daily tasks and clearly communicate production, safety, and quality expectations.
- Conduct daily tailboard meetings, field-level hazard assessments, and work planning.
- Provide hands-on leadership and direction throughout the workday.
- Hold crew members accountable for safety, attendance, productivity, workmanship, and professional conduct.
- Support the development of apprentices and less-experienced employees through coaching and mentorship.
- Build a positive, respectful, and high-performing crew environment.
Construction Execution
- Plan and oversee trenching, excavation, conduit installation, backfilling, compaction, grading, restoration, and related underground construction activities.
- Coordinate the installation of electrical, communications, natural gas, street-lighting, and associated shallow-utility infrastructure.
- Work with experienced utility personnel to ensure installation methods, depths, alignments, separations, and crossings meet project requirements.
- Coordinate labour, equipment, materials, deliveries, and subcontractors.
- Ensure existing underground infrastructure is identified and protected throughout construction.
- Read and interpret civil drawings, utility plans, profiles, specifications, locates, and construction work packages.
- Develop utility-specific knowledge through company training, mentorship, and hands-on project experience.
Planning and Productivity
- Develop daily and short-term work plans based on project schedules, available resources, site conditions, and client priorities.
- Coordinate labour, equipment, materials, subcontractors, and deliveries to minimize downtime.
- Track installed quantities, field counts, production rates, and project progress.
- Identify schedule risks, material shortages, drawing conflicts, and site constraints early.
- Communicate resource and equipment requirements to management and project teams.
- Manage field execution to achieve or exceed project milestones without compromising safety or quality.
- Support cost control by reducing rework, equipment downtime, material waste, and unapproved extra work.
Safety and Environmental Leadership
- Champion RAHCAR’s safety culture and lead by example.
- Ensure all work complies with company policies, client requirements, and applicable legislation.
- Identify, assess, and control hazards before and during work activities.
- Verify locates, permits, approvals, safe-excavation requirements, and environmental controls are in place.
- Report and participate in the investigation of incidents, near misses, property damage, and utility contacts.
- Implement corrective actions and communicate lessons learned to the crew.
- Maintain clean, organized, and professional worksites.
Quality Control
- Monitor workmanship and installation quality throughout all phases of construction.
- Conduct inspections and verify work meets drawings, specifications, and applicable standards.
- Identify deficiencies early and ensure corrective work is completed promptly.
- Confirm required testing, documentation, photographs, and records are completed.
- Coordinate with inspectors and client representatives to obtain acceptance of completed work.
- Ensure as-built information and field changes are accurately documented.
Client and Stakeholder Relations
- Serve as RAHCAR’s primary day-to-day field representative.
- Maintain professional relationships with developers, consultants, utility representatives, inspectors, builders, subcontractors, and other stakeholders.
- Communicate project progress, site constraints, changes, and emerging risks clearly and promptly.
- Respond professionally to client concerns and work collaboratively toward practical solutions.
- Protect RAHCAR’s reputation through dependable service, quality execution, and strong communication.
Documentation and Reporting
- Complete daily reports, time records, equipment logs, field counts, safety documentation, and progress updates.
- Document changes in scope, extra work, delays, site conditions, and potential change-order items.
- Review employee and equipment hours for accuracy.
- Maintain organized project records and provide timely information to project management.
- Ensure no out-of-scope work proceeds without appropriate communication and authorization.
Required Qualifications
- Demonstrated experience leading construction crews as a Foreman, Lead Hand, or senior field supervisor.
- Experience in civil construction, earthworks, underground infrastructure, roadbuilding, site servicing, pipeline, municipal construction, or a related field.
- Proven ability to plan and coordinate labour, equipment, materials, subcontractors, and daily production.
- Strong understanding of excavation, trenching, backfilling, compaction, grading, and site restoration.
- Ability to read and interpret civil drawings, grades, specifications, site plans, and locates.
- Strong working knowledge of construction safety, hazard assessment, and safe-excavation practices.
- Experience tracking quantities, productivity, field changes, and project progress.
- Strong communication, delegation, problem-solving, and conflict-resolution skills.
- Ability to hold employees accountable while maintaining a professional and respectful crew environment.
- Valid Class 5 Driver’s Licence with an acceptable driver’s abstract.
- Ability to work outdoors in all weather conditions.
- Willingness to travel or work away from Grande Prairie when project requirements dictate.
- Willingness and ability to learn shallow-utility construction standards and installation practices.
Preferred Qualifications
- Previous shallow-utility, underground utility, or subdivision construction experience.
- Experience installing electrical, natural gas, communications, or street-lighting infrastructure.
- Journeyman Power Line Technician certification.
- Gas Fusion certification or experience supervising polyethylene gas installation.
- Class 1 or Class 3 Driver’s Licence with Air Brake Endorsement.
- Experience working to utility, municipal, developer, or consultant construction standards.
- Ground Disturbance Level II.
- Standard First Aid/CPR.
- CSTS 2020.
- Leadership, supervisory, or project-management training.
- Experience operating excavators, backhoes, skid steers, or other construction equipment.
- Familiarity with digital field reporting, scheduling, timekeeping, and project-tracking systems.
