Access to Information and Disclosure Worker

SUMMARY OF DUTIES & RESPONSIBILITIES
The Access to Information and Disclosure Worker works closely with the Access to Information and Disclosure Supervisor to respond to access to information and disclosure requests in accordance with Part X of the Child, Youth and Family Services Act, 2017. The Worker’s role is to case manage requests received by the Society including but not limited to records checks, requests from clients, former clients, legal representatives, court ordered file disclosures, requests from office of the children’s lawyers, treatment/service providers, etc. and to ensure that all requests are responded to in accordance with the legislation. The Access to Information/Disclosure worker will also process record correction requests and provide therapeutic support to requestors as necessary.
NATURE OF POSITION:

Case-manage all disclosure requests as directed by the Access to Information/Disclosure supervisor including but not limited to clarifying requested information, completing searches, identifying and obtaining records responsive to the requests, processing correspondence, completing reports, summaries and forms, gathering statistics, printing, redacting and copying file information and all other related works pertaining to disclosure, in a time sensitive manner.

Prepares information for disclosure following prescribed policies, guidelines, procedures, legal requirements, legislation, and timelines. Uses judgement in balancing the right of access with the protection of personal and other confidential information in accordance with the Act, and Regulations and Orders of the Information & Privacy Commissioner, while ensuring that specific provisions of the Acts such as notification requirements are met. Works in collaboration with the Access to Information/Disclosure supervisor to prepare disclosure summary letters.

Processes and completes Record Correction requests and provides therapeutic support to requestors as necessary.

Works in collaboration with the Access to Information/Disclosure supervisor to provide information sessions to staff regarding disclosure policies and procedures. Acts as a support to staff regarding disclosure related policies and processes in consultation with the legal counsel.
QUALIFICATIONS
Education and Experience
-
Completion of post-secondary education from a recognized university with specific courses in Social Work, Social Sciences, Legal or other related discipline

Two (2) years’ experience within the field of child welfare
-
2 to 3 years of related experience in disclosure or privacy protection would be considered an asset
Knowledge and Skills
-
Working knowledge and experience in relevant legislation such as Child, Youth and Family Services Act (CYFSA), Personal Health Information Protection Act (PHIPA), and the Personal Information Protection and Electronic Documents Act (PIPEDA) and Orders of Information and Privacy Commissioner, especially orders pertaining to the CAS

Working knowledge of Part X of the CYFSA and the application of the specific requirements under Part X for the collection, use, and disclosure of personal information, as well as responses to access and correction requests

Demonstrated analytical and problem-solving skills, and attention to detail. Critical, independent thinking and sound judgement. An ability to handle matters of a confidential and / or sensitive nature.

Excellent writing skills including accuracy, punctuation, spelling, grammar and the ability to determine what is requested and concisely summarize information.

Excellent computer skills with Microsoft applications (Word, Excel, Outlook, PowerPoint and SharePoint), and Adobe Acrobat. Ability to learn and use new software. Ability to understand and use the Child Protection Information Network (CPIN) system and the Society’s records system and the ability to use microfilm for reading and document copying.

Work independently with limited supervision, process voluminous data and the ability to meet strict deadlines.

Excellent organizational and time management skills and ability to multitask.

Strong verbal communication skills to share information in a clear, concise, and accurate manner to internal staff, external staff, clients and/or requestors.

Bilingualism in French and English would be considered an asset.
PAY GRADE: Union - Pay Grade 7 ($73,840.98 - $96,195.10)
HOURS OF WORK: 33.75 hours per week
This role is for an existing position within the organization.

Employment at York Region Children’s Aid Society is conditional upon the verification of credentials, a satisfactory vulnerable sector check, a class “G” driver’s license with daily access to an insured vehicle, and proof of COVID-19 vaccination (2 doses required), as per YRCAS’ Mandatory COVID-19 policy.

Vaccination Policy
The successful candidate will be made an offer of employment on the condition of being fully vaccinated against COVID-19. Fully vaccinated is defined as having received all of the required doses of a Health Canada approved vaccine and having received the final dose at least 14 days before your employment start date. The candidate will be asked to provide York Region Children’s Aid Society with proof of full vaccination, prior to the candidate’s employment start date. Acceptable proof includes an Ontario Ministry of Health COVID-19 vaccine receipt which you can obtain through the Provincial portal https://covid19.ontariohealth.ca/, or other government-issued vaccine passport or certification. As described above, the requirement to be fully vaccinated is subject to the Ontario Human Rights Code.
