The Stations, Civils & Track program is seeking a Project Manager for their Extensions department who, reporting to the Manager, is responsible for managing delivery of projects of varying scale and complexity according to time, cost and quality requirements.
Contract up to 20 months.
What Will I Be Doing?
Oversee and manage complex capital transportation corridor infrastructure projects through all stages of design, construction, and close-out; coordinate project management responsibilities, review project progress, identify deficiencies and opportunities, and recommend solutions, consistent with corporate commitments.
Oversee project scope and quality of work, identify existing and potential issues, and initiate corrective action to mitigate project delays or budget impacts; determine what requires escalation and initiate appropriate action accordingly.
Collaborate and effectively coordinate with consultants, contractors, internal and external stakeholders, including government agencies, municipal authorities, private utility companies, railways, etc., on the Project Agreement, timelines, deliverables, changes, and other issues impacting project progress, quality, cost, and safety.
Oversee day-to-day project construction, testing, commissioning, and handover progress; participates in related meetings and provides input to resolve issues.
Integrate corporate requirements, commitments, and initiatives into projects, including design requirements, environmental assessment conditions, Railway requirements, and municipal commitments.
Estimate project engineering, construction, and contingency costs, review change orders, and forecast time frames for project implementation and funding expenditures.
Work with customer and community stakeholder relations to identify and rectify situations promptly and in a timely manner.
Identify and act on issues and risks; collaborate with Manager and other team members to ensure corrective actions are implemented.
Coordinate procurement of contracts, property requests for acquisitions, purchase orders, change orders for supply/construction contracts and addenda for consultant assignments.
Manage all aspects of project scope of work; initiates, prepares, and presents agreements that govern the engagement of consultants, suppliers, and contractors for execution.
Review and evaluate consultant and/or planning studies, reports, design proposals, specifications and contract documents for compliance with Metrolinx policies, procedures and standards, and any other applicable industry guidelines / practices.
Supervise staff engaged in all stages of the project management cycle.
What Skills & Qualifications Do I Need?
Completion of a university degree in Engineering or related field – or a combination of relevant education, training and experience deemed equivalent.
Possession of P.Eng. and/or Project Management Professional (PMP) is an asset.
Demonstrates years of experience in project management, preferably within the public sector
Demonstrated project management skills and experience managing multiple complex projects under pressure to meet schedule, budget, and quality requirements (including cost control, scheduling, codes, standards, specifications, corporate policies and procedures and applicable environmental legislation).
Excellent oral, written/presentation, and interpersonal skills, with demonstrated success working effectively and collaboratively in a large, matrix team environment.
Demonstrated experience and application of supervisory principles
Knowledge of risk analysis and mitigation experience to identify permits-related planning and timelines issues across all projects to avoid punitive (e.g. financial, time, reputation) damages would be considered as asset.
Knowledge of Procurement Delivery, contract law, the Construction Act, the Occupational Health & Safety Act, Environmental Assessment Act, and construction standards and procedures applicable to operating the Railway environment.
Understands theories, principles and practices of civil and architectural design and construction, skills, and proficiency in broad phases of engineering application.
Problem-solving and analytical skills to evaluate and address contractor performance issues and recommend plans for improvement to evaluate and address program impediments that could disrupt or jeopardize the project and/or corporate objectives.
A Driver’s Abstract (within the last 3 Years) will be required of the successful candidate. A valid “G” Driver’s License is required for regular site visits (this role may have access to a company vehicle (Non-Revenue Fleet Vehicle).
Project specific requirement for visits to construction sites (CPG) during working hours and occasional visits during evenings, weekends and/or holidays.
