COMMUNITY RESIDENTIAL FACILITY WORKER- Monitoring Officer Position
As per the contractual agreement with the Correctional Service of Canada and in accordance with the Statement of Work (SOW).
Position Overview:
The Monitoring Officer is responsible for maintaining the safety, security, and supervision of residents, staff, and visitors within the Community Residential Facility (CRF). The Monitoring Officer supports the daily operations of the residence by monitoring resident compliance, conducting security checks, documenting incidents, responding to emergencies, and ensuring all facility policies and Correctional Service Canada (CSC) standards are followed.
Monitoring Officers are frontline staff members who play an important role in supporting resident accountability, structure, and successful community reintegration.
QUALIFICATION AND SKILLS:
Education & Certification:
Preferred qualifications include:
- Completion of or enrollment in a Police Foundations, Corrections, Criminology, Psychology, Social Service Worker, Law and Security, or related program
- Valid First Aid and CPR Certification
- Valid Vulnerable Sector Check
- Ability to obtain Reliability Status Clearance
- Current Security Guard License considered an asset
- NVCI Certification considered an asset
Successful candidates may be required to provide:
- Criminal Record Check with Vulnerable Sector Screening

- Proof of education and certifications
- Employment references
- Immunization and/or tuberculosis documentation as required
Employees are expected to participate in all mandatory training, orientation sessions, and ongoing professional development provided by Murray’s Windermere Gardens.
Experience
Previous experience in security, corrections, residential care, law enforcement, mental health, or community support settings is considered an asset.

Training & Orientation
Prior to independently assuming duties, employees will complete a comprehensive paid orientation program, including but not limited to:
- CSC and facility orientation
- Medication access procedures
- Naloxone training
- Emergency response procedures
- Fire and safety procedures
- Documentation and reporting expectations
- Resident supervision and monitoring procedures
- Workplace violence prevention and NVCI techniques
- Health and safety training
Employees are required to review and acknowledge all organizational policies and procedures upon hire and annually thereafter.
All new employees are subject to a probationary period of 90–180 days.
Key Responsibilities
Under the direction of the Assistant Executive Director, Staff Supervisor, or designate, Monitoring Officers are responsible for the following duties
Security & Resident Monitoring
- Conduct routine patrols, security checks, and wellness checks throughout the facility
- Monitor CCTV systems and facility access points
- Maintain awareness of resident whereabouts and movement within the facility
- Monitor resident compliance with curfews, passes, and facility rules
- Ensure all visitors and authorized individuals are properly identified and documented
- Conduct room checks, property searches, and intake procedures as required
- Maintain control and accountability of facility keys, panic alarms, and security equipment
- Respond appropriately to emergencies, crises, and security concerns
Documentation & Communication
- Complete accurate and timely documentation including:
- Incident Reports
- Logbook entries
- Resident case notes
- LOA documentation
- Medication documentation
- Shift communication notes
- Communicate significant events to incoming staff and supervisors
- Maintain confidentiality of all resident, staff, and organizational information
- Report safety concerns, maintenance issues, and policy violations promptly
Resident Support
- Support residents in maintaining structure, accountability, and successful reintegration into the community
- Provide reminders regarding appointments, medication access, curfews, and facility expectations
- Assist with resident intakes and orientation to the facility
- Support residents in accessing community resources and services when appropriate
- Utilize de-escalation and NVCI techniques when managing difficult situations
Medication Access Responsibilities
Monitoring Officers may assist with medication access procedures in accordance with organizational policy, resident care plans, and CSC standards.
Responsibilities may include:
- Maintaining accurate medication documentation
- Completing narcotic counts
- Ensuring medication confidentiality and security
- Reporting medication concerns, refusals, or discrepancies immediately
- Following universal precautions and infection prevention procedures
Administrative Duties
- Attend mandatory staff meetings and training sessions
- Maintain organized and accurate resident files and records
- Answer phones, document messages, and complete general office duties
- Maintain facility communication boards, calendars, and logs
- Complete required documentation prior to the end of shift
Physical & Work Requirements
- Ability to conduct regular patrols and security checks
- Ability to respond to emergency situations
- Ability to remain alert throughout scheduled shifts
- Ability to work independently in a fast-paced environment
- Ability to work rotating shifts including days, evenings, overnights, weekends, and holidays
Schedule
Monitoring Officers may be scheduled for:
- 7:00am – 3:00pm
- 3:00pm – 11:00pm
- 11:00pm – 7:00am
Additional 12-hour shifts may be scheduled based on operational needs.
Hours may vary depending on operational requirements. Employees are expected to provide sufficient notice if unable to work a scheduled shift and follow established shift exchange procedures.
