The Opportunity
The City of Barrie Wastewater Operations Branch (WWOB) is responsible for the effective and efficient operation and maintenance of all wastewater collection and treatment facilities servicing the municipality, the largest being a 76 Megalitre per day, Class IV Wastewater Treatment Facility (WwTF). The WWOB ensures that the municipal sewage works are operated and maintained in accordance with associated legislation including, but not limited to, the Environmental Protection Act (EPA), Ontario Water Resources Act (OWRA), Lake Simcoe Protection Act (LSPA), Nutrient Management ACT (NMA), and applicable Environmental Compliance Approvals (ECA) and Certificates of Approval (CoA).
As a member of the Wastewater Operations and Maintenance Section, the Wastewater Treatment Operator is responsible for the effective day to day operation of equipment, processes, and systems associated with the municipal sewage works to continuously maintain regulatory compliance, community health protection, environmental sustainability and resource conservation. This position acts as Operator-in-Charge (OIC) for the various wastewater treatment components, processes, and systems and monitors and interprets SCADA (Supervisory Control And Data Acquisition) information to evaluate, adjust, optimize and control wastewater treatment processes.

Education (degree/diploma/certifications)
- Three (3) year College Diploma in Civil/Environmental Engineering Technology, Environmental Studies, or a related discipline
- Completion of a Wastewater Treatment Licence* from the Ontario Ministry of the Environment, Conservation and Parks (MECP)
- Completion of a Wastewater Collection Licence* from the Ontario Ministry of the Environment, Conservation and Parks (MECP)
*This is a pay-for-certification role. Candidates may apply with any valid MECP Wastewater Treatment and Collection Licence (OIT to Class IV). Compensation and responsibilities will align with the licence level held upon hire.

Experience
- Experience requirements correspond to the licence level (OIT to Class IV) and involve progressively responsible wastewater operations experience, with Operator-in-Charge (OIC) experience required for Class III and IV levels, as detailed in the minimum qualifications of each job description.
Knowledge/Skill/Ability
- Working knowledge of the following legislation, regulations, or requirements: Occupational Health & Safety Act, Environmental Protection Act (EPA), Ontario Water Resources Act (OWRA), Nutrient Management Act (NMA), Lake Simcoe Protection Act (LSPA), Lake Simcoe Phosphorus Reduction Strategy (LSPRS), Licensing of Sewage Works Operators O.Reg. 129/04, MECP Sewage Works Related Environmental Compliance Approvals
- Working knowledge of the following principles and standards: SCADA system components and related instrumentation including programmable logic controllers (PLCs), variable frequency drives (VFD), flow meters, solids and density meters, radar/ultrasonic level detection meters, wastewater treatment performance monitoring using SCADA technology
- Demonstrated ability to:

- accurately document information, actions taken, and follow-up required

- Intermediate computer literacy using the following systems and software: Microsoft Office (Word, Outlook, Teams, Excel), Internet navigation and information retrieval, SCADA plant control software, E.ris data historian tool, and CMMS/IMS systems
- Availability, on a rotational basis, to assist with after-hours questions, concerns, or emergencies; to attend evening/weekend meetings or special events; or to work outside of designated normal hours per week
Conditions of Employment
- Valid Ontario Class “G” Driver’s Licence in good standing
- Medical documentation to confirm medically fit to wear a respirator
- Satisfactory Criminal Record Check*
*Please note that this is a requirement for any new employees to the City of Barrie in accordance with the Police Record Check Policy. Existing employees who have met this criteria will be exempt from this requirement.

Hours: The normal hours of work are 40 hours per week in accordance with the Collective Agreement
