About the Downtown Belleville BIA
The Downtown Belleville BIA (DBIA) is dedicated to fostering a vibrant, inclusive, and economically resilient downtown core. Working in collaboration with local businesses, the City of Belleville, and community partners, the BIA leads initiatives that support economic development, beautification, events, and investment attraction.
Position Overview
The Interim Executive Director provides leadership and operational oversight of the Downtown Belleville BIA during a maternity leave period. Reporting to the Board of Management, this role is responsible for maintaining momentum on strategic priorities, ensuring organizational stability, and supporting staff, stakeholders, and partners.
This is a hands-on leadership role that balances strategic execution with day-to-day management, ensuring continuity across all BIA functions.
Key ResponsibilitiesStrategic Leadership & Operations
- Execute and monitor the DBIA’s Strategic Plan and annual operational priorities
- Track progress against key performance indicators and report regularly to the Board
- Identify emerging issues and recommend responsive actions to maintain organizational effectiveness
Financial Management & Grants
- Oversee the implementation and monitoring of the annual budget
- Prepare financial reports for the Board and City of Belleville
- Manage accounting, payroll, and expenses in collaboration with the Treasurer and Bookkeeper
- Administer existing grants, including reporting and compliance requirements
- Support previous grant applications where a final report needs to be submitted
- Write and apply for new grants as they come up
Marketing, Communications & Public Relations
- Oversee all external communications, including print materials, press and media releases, newsletters, social media, and website management.
- Serve as the organization’s spokesperson, fostering relationships with media and
- stakeholders.
- Ensure alignment of messaging with Strategic Plan - values and objectives.
- Work with committees to enhance organizational growth and financial sustainability.
Human Resources & Team Leadership
- Supervise and support DBIA staff, fostering a collaborative and high performing work environment
- Oversee day-to-day HR functions, including scheduling, performance management, and staff development
- Provide weekly check ins with staff
- Ensure compliance with employment policies and legislation
Board & Governance Support
- Prepare agendas, reports, and supporting materials for Board and committee meetings
- Maintain strong communication with the Board of Management
- Support effective governance practices and ensure compliance with relevant bylaws and policies
Partnerships & Stakeholder Relations
- Maintain strong relationships with downtown businesses, property owners, and community partners
- Collaborate with the City of Belleville, Bay of Quinte Regional Marketing Board, and other stakeholders
- Act as a key representative and ambassador for the DBIA
Economic Development & Business Support
- Support ongoing business retention and attraction efforts
- Promote available commercial opportunities and facilitate connections within the business community
- Assist in the delivery of programs and initiatives that enhance downtown vitality
Qualifications & Experience
- Proven leadership experience in a senior management or executive role
- Strong financial management skills, including budgeting and reporting
- Experience with grant writing and administration is an asset
- Demonstrated ability to manage teams and support organizational performance
- Excellent communication, relationship building, and stakeholder engagement skills
- Knowledge of municipal processes, economic development, or non-profit governance is an asset

Working Conditions
- Full-time, Monday–Friday (8:30am–4:30pm), with occasional evenings and weekends
- Office-based with regular presence in the downtown core
- Reports to the Downtown Belleville BIA Board of Management
Pay: $58,275.00-$67,241.00 per year
