About the Position
We are seeking an experienced Customs Brokerage Qualified Officer / Customs Manager to lead and develop our Canadian customs brokerage and trade compliance operations.
This is a senior-level position intended for an experienced Canadian customs professional with strong knowledge of CBSA regulations, tariff classification, customs valuation, SIMA, CARM/CAD, PGA requirements, and customs brokerage compliance.
Preference will be given to candidates who have successfully completed the CBSA Customs Brokers Professional Examination and who currently meet CBSA requirements to act as a Qualified Officer for a licensed customs brokerage.
Under current CBSA rules, a Qualified Officer must have achieved at least 60% on the Customs Brokers Professional Examination, be appointed to the Qualified Officer position, and may work for only one customs broker at a time. For a corporate customs broker, the Qualified Officer must be a partner, director, or officer of the corporation.
Key Responsibilities
- Lead and oversee the company's Canadian customs brokerage operations
- Act as the company's Qualified Officer, where applicable and subject to CBSA approval/requirements
- Ensure customs brokerage activities comply with the Customs Act, Customs Tariff, Customs Brokers Licensing Regulations, SIMA, and applicable CBSA policies
- Supervise Customs Raters, Customs Specialists, Customs Coordinators, and Clerks
- Review and approve complex Canadian import transactions
- Provide senior-level guidance on HS tariff classification
- Review Customs Valuation, Country of Origin, Tariff Treatment and applicable duties/taxes
- Manage complex SIMA anti-dumping and countervailing duty matters
- Oversee CARM / CAD / RPP related customs processes
- Handle complex matters involving CFIA, Health Canada, Transport Canada, ISED and other PGAs
- Review high-risk commodities before customs entry submission
- Handle CBSA examinations, reassessments, corrections, audits and compliance inquiries
- Develop and maintain internal customs brokerage SOPs and compliance controls
- Establish quality-control procedures for customs entries
- Train and mentor customs brokerage staff
- Monitor customs entry accuracy and identify compliance risks
- Support management with the establishment, acquisition, licensing and ongoing operation of a Canadian customs brokerage
- Communicate directly with CBSA and other government agencies when required
- Assist with client onboarding, Agency Agreements, CARM delegation and customs compliance reviews
Required Qualifications
- 5+ years of Canadian customs brokerage experience preferred
- Strong hands-on experience as a Customs Rater, Senior Customs Specialist, Customs Supervisor, Customs Manager, or Qualified Officer
- Advanced knowledge of Canadian HS Classification
- Strong understanding of the Customs Act and Customs Tariff
- Strong knowledge of CARM and CAD
- Experience with Customs Valuation and Rules of Origin
- Experience handling SIMA / Anti-Dumping / Countervailing Duties
- Knowledge of CBSA compliance, corrections, reassessments and examinations
- Experience with CFIA and other PGA-regulated commodities
- Strong ability to research and interpret CBSA D-Memoranda, tariff provisions and government regulations
- Strong English written and verbal communication skills
- Leadership and team-management capability
- High level of accuracy, professional judgment and compliance awareness
Qualified Officer Requirement
Strong preference will be given to candidates who:
- Have successfully passed the CBSA Customs Brokers Professional Examination
- Currently remain eligible to act as a Qualified Officer
- Have recent and continuous employment experience within a licensed Canadian customs brokerage
- Are willing and eligible to be formally appointed as an officer/director where required for the company's customs brokerage licensing structure
Preferred Qualifications
The following will be considered strong assets:
- Currently serving or previously served as a Qualified Officer for a Canadian licensed customs broker
- CCS – Certified Customs Specialist
- CTCS – Certified Trade Compliance Specialist
- 8–10+ years of Canadian customs brokerage experience
- Experience managing a customs brokerage department
- Extensive SIMA experience
- Advanced tariff classification experience
- Experience dealing directly with CBSA
- Experience establishing or operating a licensed Canadian customs brokerage
- Experience with customs brokerage software / EDI systems
