Position Summary:
Manager Scheduling is responsible for the planning, organizing, implementing, delivering, and evaluating of time and attendance systems and practices to support staffing, scheduling, and time capture needs of the hospital. The Manager Scheduling is accountable for the operations of the Staffing Office, providing consistent customer-focused rotation building, shift filling, and schedule maintenance services. Within this role, the Manager is accountable for contributing to the delivery of the hospital strategy and promoting patient and family support.
Responsibilities:
- Leadership and People Management
- Provide leadership to the Staffing Office, fostering a positive, customer-focused environment
- Responsible for recruitment, performance management, coaching and supporting staff as needed
- Oversee system training
Operational Management and Service Delivery
- Develop, manage, and evaluate departmental operations and administrative activities
- Ensure appropriate staffing coverage 24/7 based on workload, budget, and collective agreement requirements\
- Manage staffing, scheduling, and time capture practices across the Hospital
- Ensure integrity of the hospital’s time keeping system by overseeing the functioning of all UKG applications and any change management required within these systems
- Develop a sound control framework, proactively identify and manage risks related to system integrity, and ensure documentation is provided for all system changes
- Ensure accuracy and timeliness of time capture for payroll purposes
Stakeholder Relations and Advisory Responsibilities:
- As a subject matter expert within time and attendance, provide key technical and functional support, on day-to-day operations and improvement initiatives
- Partner with key stakeholders to identify, oversee and execute best practice changes related to corporate service delivery, roles/responsibilities, accountabilities, processes and controls
- Provide recommendations on policy and procedure changes with organization-wide impact
- Support implementation of collective agreement changes and arbitration outcomes
Performance, Continuous Improvement & Process Governance
- Generate reports and analyze KPIs relative to performance targets
- Develop action plans for continuous improvement
- Review and revise training materials, orientation content, and process maps
- Maintain operating procedures and system-related guidance tools
- Ensure consistency and accuracy in processes and system use
Qualifications:
- Degree in Business Administration, or equivalent years’ experience
- Five (5) plus years progressive management experience in a complex unionized environment
- Experience managing large scheduling and time collection for both non-union and unionized staff with multiple collective agreements
- Hospital, health care, or public sector experience is preferred
- Knowledge of a variety of integrated HRIS and payroll systems is required; UKG systems ideal
- In depth knowledge and ability to apply and interpret Canadian payroll legislation, Employment Standards, taxation rules and year-end reporting processes
- Effective communicator with the ability to foster cooperation and work collaboratively within and across departments with a broad range of interests and a highly diverse work environment
- Strong attention to detail, and proven ability to take initiative, make independent decisions, exercise sound judgment, develop creative solutions and meet deadlines
- Demonstrated analytical and problem-solving skills
- Ability to maintain composure and handle multiple conflicting priorities in a fast-paced environment
- Demonstrated experience identifying and implementing process and service improvements on a continuous basis
- Hands on experience with leading system upgrades or conversions
- Previous experience developing system requirements, designing and prototyping, testing, training, defining support procedures and implementing practical business solutions under multiple deadlines is strongly preferred
