Your Team:
Join Flair's Airport Operations team, where standardized processes, compliance, and continuous improvement support the safe and consistent delivery of airport operations across the network. Reporting to the General Manager, Airports Change & Policy, the Regulatory & Policy Specialist is responsible for the development, maintenance, governance, and continuous improvement of the department's policies, procedures, standards, and controlled documentation. This role ensures operational requirements remain aligned with applicable legislation while translating regulatory and business changes into practical, standardized processes.
Working closely with operational leaders and cross-functional stakeholders, the Regulatory & Policy Specialist oversees the policy lifecycle, maintains airport operational manuals and standard operating procedures (SOPs), coordinates regulatory updates, and ensures controlled documentation remains accurate, current, and aligned with company standards and regulatory obligations.
A Day in the Life:

Develop, maintain, and continuously improve Airports operational manuals, policies, standard operating procedures (SOPs), forms, and controlled documentation, including the Ground Operations Manual (GOM), Passenger Handling Manual (PHM), Airport Customer Operations Manual (ACOM), Cargo Manual, and other Airports publications.

Monitor, interpret, and assess Canadian, U.S., and international aviation regulatory requirements, ensuring operational documentation remains current, compliant, and aligned with applicable legislation and industry standards.

Maintain traceability between regulatory requirements and operational policies, ensuring regulatory obligations are accurately reflected within company procedures and supporting documentation.

Lead the review, revision, approval, publication, and distribution of controlled operational documents, ensuring compliance with established document control standards and governance processes.

Translate complex regulatory and technical requirements into clear, practical, and operationally effective policies and procedures that support consistent execution across the airport network.

Serve as the department's subject matter expert for below-the-wing operations, including ramp safety, aircraft servicing, marshalling, pushback and towing, aircraft loading and unloading, Ground Support Equipment (GSE), dangerous goods, winter operations, de-icing interfaces, turnaround standards, and ground handling procedures.

Provide policy and regulatory expertise for above-the-wing operations, including passenger processing, check-in, boarding, baggage handling, accessibility requirements, customer service obligations, APPR compliance, security procedures, and irregular operations (IROPs).

Collaborate with Airport Operations to ensure operational policies, procedures, and standards accurately reflect operational requirements and remain practical for frontline employees and contracted service providers.

Conduct operational risk assessments relating to policy, procedural, and regulatory changes, identifying impacts and supporting the implementation of appropriate mitigation strategies.

Support the implementation of operational initiatives, new technologies, and business process changes through the development and maintenance of supporting operational documentation.

Participate in regulatory inspections, internal audits, compliance reviews, and corrective action activities by maintaining accurate documentation and supporting regulatory responses.

Analyze audit findings, operational events, investigations, and frontline feedback to identify opportunities to improve operational procedures, regulatory compliance, and operational consistency.

Partner with Airport Operations, Airport Training, Safety, Flight Operations, Maintenance, Ground Handling providers, Regulatory Affairs, Digital, and Information Technology teams to ensure operational documentation remains current, consistent, and aligned across the organization.

Develop operational notices, policy bulletins, procedural guidance, and supporting communications related to regulatory, operational, and procedural changes.

Support quality assurance, continuous improvement, and policy governance initiatives that strengthen operational compliance, standardization, and documentation quality across the airport network.

Perform other duties and special projects as assigned in support of Airports Change & Policy.

Education:

Bachelor's degree in Aviation Management, Business Administration, Safety Management, Engineering, or a related field is preferred.

An equivalent combination of education and relevant aviation operational experience will be considered.

Experience:
-
Minimum of 5 years of progressive experience in airport operations, airline operations, ground handling, regulatory compliance, or a related aviation environment.
-
Demonstrated experience developing, reviewing, and maintaining operational policies, procedures, standard operating procedures (SOPs), manuals, and controlled documentation.
-
Experience interpreting and applying Canadian Aviation Regulations (CARs), U.S. Department of Transportation (DOT) regulations, and other applicable aviation regulatory requirements.

Experience supporting regulatory audits, inspections, compliance programs, and corrective action initiatives.

Experience conducting operational risk assessments and supporting operational change management initiatives.
-
Experience working with contracted ground handling providers and cross-functional operational teams is considered an asset.

Previous experience within a Canadian airline is considered an asset.

Skills & Abilities:

Strong knowledge of below-the-wing and above-the-wing airport and ground handling operations, aviation regulatory requirements (CARs, DOT, SMS), operational compliance, and document control.

Excellent technical writing, editing, and document management skills, with the ability to develop clear, concise, and operationally effective policies and procedures.

Strong analytical and critical thinking skills, with the ability to interpret complex regulatory requirements and translate them into practical operational standards.

Excellent organizational and project management skills, with the ability to manage multiple priorities and meet established deadlines.

Strong verbal, written, and interpersonal communication skills, with the ability to build collaborative relationships across operational and corporate departments.

Demonstrated ability to balance regulatory compliance with operational practicality while supporting safe and efficient airport operations.

High attention to detail, sound judgment, and the ability to maintain accuracy within controlled documentation and regulatory records.

Proficiency with Microsoft Office applications, including Word, Excel, Outlook, PowerPoint, and Teams.

Clear criminal record check and satisfactory employment references.

Must be able to obtain and maintain a valid Restricted Area Identity Card (RAIC)

Must be legally eligible to work in Canada without restriction.
