JOB SUMMARY
The Cost Controller is responsible for supporting financial performance, cost management, and project controls functions across telecommunications projects, including base plant radio installations across light vehicles and heavy equipment. This role plays a critical part in ensuring projects are delivered within approved budgets while maintaining alignment between project schedules, procurement activities, and financial reporting requirements.
Working closely with the Sr. Project Manager, project leads, Supply Chain Management (SCM), and Finance, the Cost Controller develops and maintains project cost structures, monitors actual performance against budgets and forecasts, conducts variance analysis, and provides timely reporting and insights to support decision-making.
In addition to cost management, this role supports project scheduling activities, progress tracking, forecasting, invoicing coordination, and month-end reporting processes. By maintaining robust project control systems and integrating cost, schedule, and procurement data, the Cost Controller enables accurate project visibility and supports successful project execution.
RESPONSIBILITIES
Planning & Scheduling responsibilities:
- Develop and maintain project roadmaps, milestones, and Plan‑on‑a‑Page deliverables
- Build and update project schedules using Primavera P6 and/or MS Project.
- Collect weekly schedule updates from team members and integrate them into the master schedule.
- Lead weekly scheduled review meetings and provide scheduling insights to the project team.
- Support progress baselining, tracking, and reporting, including S‑curves and leadership updates.
Cost Control & Financial Reporting
- Maintain WBS structure and ensure alignment across cost, schedule, and reporting systems.
- Prepare monthly Incurred Cost Reports, including cost summaries, detailed cost data, cost flow graphs, and PO frameworks.
- Collect and validate Incurred Cost Forecasts (ICF) from project leads against client assigned structure.
- Coordinate, prepare and track change orders for all project changes, ensuring alignment with and support of the client’s change management process.
- Conduct variance analysis and provide cost insights for monthly cost reports.
- Track contingency drawdown and support month‑end deliverables.
- Provide daily cost support to the project team.
Procurement & SCM Support
- Support PO issuance, tracking, and alignment with budgets and WBS coding.
- Collaborate with SCM to ensure accurate commitment and cost reporting.
- Provide cost analysis against each PO and highlight risks or discrepancies.
Finance
- Respond to ad-hoc financial and planning inquiries.
Invoicing & Administrative Support
- Assist with invoice preparation, validation, and submission.
- Ensure alignment between invoicing, POs, and cost reporting.
QUALIFICATIONS
- Bachelor’s degree in finance, Accounting, Business, or a related field.
- 3–5 years of experience in project coordination, project financial management, cost control, or project accounting.
- Strong understanding of budgeting, cost tracking, variance analysis, forecasting, and schedule monitoring.
- Proficiency with financial software and MS Office Suite; NetSuite experience an asset.
- Experience with project scheduling tools (e.g., MS Project, Primavera P6).
- Excellent analytical, problem-solving, and attention-to-detail skills.
- Strong communication skills to clearly present financial and schedule information to project teams and stakeholders.
- Ability to work collaboratively with Project Managers and field teams in a fast-paced environment.
Asset
- Experience in telecommunications, base plant, or radio installation projects.
- Familiarity with Motorola and Kenwood radio equipment.
- Knowledge of project management software (e.g., MS Project, Primavera, or similar).
- Experience with light vehicle and heavy equipment project budgeting and scheduling.
- Professional certification (e.g., PMP, CPA, or CFCM).
- Exposure to safety and regulatory compliance processes in field operations.
Other Requirements
- Full, valid, and current driver’s license.
- Clean 5-year driver’s abstract.
- Clear Criminal Background Check.
- Successful completion of a pre-access drug and alcohol test, if required for on-site work.

AUTHORITY
The Cost Controller holds the authority to do the following:
- Approve routine entries and updates within established cost codes, budget guidelines, and project schedule tracking systems.
- Recommend corrective actions to address cost variances, schedule deviations, potential savings, or project risks.
- Validate invoices, timesheets, purchase orders, and schedule updates for accuracy before submission or reporting.
- Flag deviations from budget, forecast, or project schedule and escalate significant issues to the Project Manager.
- Recommend adjustments to forecasts, budgets, schedules, and resource allocations, subject to Project Manager approval.
- Ensure adherence to project control procedures, including financial policies, scheduling standards, and reporting requirements.
WORKING CONDITIONS AND PHYSICAL ENVIRONMENT
The Cost Controller primarily works in an office environment and collaborates closely with project teams, Finance, Supply Chain Management (SCM), and field personnel. This role requires regular computer use to analyze project costs, maintain schedules, prepare reports, and support project control activities.
Occasional travel to project sites may be required to review project progress, validate cost information, support schedule updates, and align reporting activities with field operations. Site visits may involve exposure to varying weather conditions, active work zones, and operational environments.
The position requires the ability to manage competing priorities in a fast-paced, deadline-driven environment while maintaining accuracy, organization, and attention to detail. Compliance with all company and client safety requirements is mandatory when attending project locations.
PHYSICAL DEMANDS
This role requires prolonged periods of sitting, computer use, and viewing digital screens. Occasional site visits may involve standing, walking on uneven surfaces, climbing stairs, and navigating active work areas. The employee may occasionally transport laptops, project documents, or other light work materials required to support project activities.
