SUMAS FIRST NATION

POSITION: PART TIME COMMUNITY RECOVERY MANAGER

HOURS: 14 HRS PER WEEK – ON CALL MAY BE REQUIRED

TERM: 1 YEAR TERM CONTRACT

REPORTS TO: SUMAS FIRST NATION GENERAL MANAGER

PURPOSE & SUMMARY

The flood events of November 2021 and December 2025 led to significant social, cultural, environmental, economic and infrastructure impacts to communities within the Sumas area. The Community Recovery Manager will be responsible for coordinating and managing the transition from initial flood response to long term recovery in the areas that make up Sumas First Nation (SFN). This includes working with external organizations and SFN Management to develop and implement a workable plan to guide SFN recovery strategies to assist members, community, and businesses in rebuilding their lives and community as well as provide expertise and consultation to SFN Management and Chief and Council when interpreting data and making decisions regarding the flood recovery plan.

DUTIES & RESPONSIBILITIES

Work with external organizations and SFN Management to manage the transition from a response approach to a long term recovery approach;
Lead the development, scheduling and execution of the long term flood recovery plan including the identification and recruitment of relevant sub-contractors, suppliers and external entities;
Direct and manage all relevant sub-contractors and suppliers for the duration of the flood recovery;
Attend relevant meetings, produce meeting reports and develop recommendations for recovery plan components to present to SFN Management;
Collect and document the social, cultural, environmental, economic and infrastructure impacts of the flood event and use professional expertise to determine what is required to mitigate these impacts;
Collect information from clients, provincial ministries, businesses and community organizations, other local government staff and/or subject matter experts to ensure disaster recovery specific information is coordinated and validated;
Be the main point of contact for all inquiries relating to both the response to recovery transition, and to the recovery activities;
Coordinate with other agencies, including but not limited to the Provincial government, Non Governmental Organizations, and other service providers related to the four sectors of recovery: People and Communities, Economy, Environment, and Infrastructure;
Undertake public and business outreach activities in the process of writing and implementing the Recovery Plan;
Work with external organizations and SFN Management to develop programs and strategies for recovery with input from the affected communities. These strategies will include specific priorities and objectives for implementation;
Determine and acquire all necessary materials and equipment to aid in the flood recovery efforts;
Keeps accurate account of expenses incurred and time spent on planning and implementing recovery activities;
Invest in building long-lasting relationships both externally and internally.

QUALIFICATIONS

Post-secondary education in Business Administration with a basic understanding of, Law, Civil Engineering and/or Public Affairs;
3+ years experience in emergency management, collection and analysis of disaster recovery information, community engagement and restoration and protection of community services;
3+ years experience in project development and management, including project budgeting, estimating, coordination and scheduling;
Significant experience in building, developing and maintaining successful relationships with public/private organizations and partnerships;
5+ years experience in intergovernmental communications in order to easily and expediently access information and support as appropriate for the community;
Experience in recognizing and finding the potential partnering opportunities between groups, individuals and businesses in a community to successfully present and complete projects of benefit;
Flexibility, in terms of work schedule, to accommodate operational need;
Strong administrative background skills;
Valid Class 5 BC Driver’s license, with access to a reliable vehicle;
Prior experience working in a fast-paced office environment with the ability to prioritize;
Experience in working with First Nations communities and/or organizations is an asset;
Proven ability to maintain confidentiality;
Working knowledge of office procedures, records management, and document processing;
Ability to develop and maintain effective working relationships with peers, managers, community members, contractors, and suppliers;
First Nations descent is considered an asset;
Advanced knowledge and expertise in Microsoft Excel, Word, Zoom, Go-To Meetings;
Appreciation of First Nations culture, traditions, procedures and protocols.

Job Types: Part-time, Fixed term contract
Contract length: 12 months

Pay: $38.46-$46.70 per hour

Expected hours: 14.0 – 21.0 per week
